I’ve been boating, camping and hiking the Lake Powell area since 1968...I have: Wind Stories, Fishing Stories and Unbelievable Stories...Let’s begin with the WIND: Very early in my Lake Powell Expereince I had the opportunity to ‘rent’ mid-size houseboats up at Hite Marina. The operator was an acquaintence from the San Diego area (Ward Howard) and when he discovered I was interested in bringing small groups of scouts and families from Southern California (at no profit) he made a 42ft model available at very moderate cost. On one trip I was joined by most of a scout troop and one of the parents...we were there during Spring Break and it was the very last time I venutured out on the lake before June 1st! We had soon discovered a pattern of every other day WIND...really STRONG wind! On one such day we were in Forgotten Canyon to visit Defiance House Ruins. Realizing it was to be a ‘Wind Day,’ we had moored the boat on a sandy shore just up stream from the ruins. At the time there were already a handful of boats, of all sizes, moored and by mid morning, with the wind already increasing noticibly, more and more boats sought mooring. Soon there were several dozen boats almost sideby- side---creating a kind of festive feeling even as we began to be buffeted by the growing wind. We, the scouts and two adults, decided to set up for card playing in the forward area of the boat and were surrounded by glass, giving us full viewnin both directions along the shore. All the boaters had reach the point where, no matter the size of their vessel, they were remaining aboard, out of the high wind. During a series of extreme gusts, that buffeted our boat to the point were we were all looking out of the windows, we heard loud squeels! To our left, a very small child (girl) had managed to break away from her parents and had made her way onto the shore and was slowly making her way in our direction with her parents just appearing at the hatch of their small cabin cruiser. All of a sudden, an unbelievable gust literally picked the little one up and she flew by the bow of our boat and was deposited about two (more) boats down the shore! We all glanced at each other even as I and the other adult quickly made our way ashore and ran to her. As we approached, she was yelling with DELIGHT at her recent “flight...” Just as her parents arrived to scoop her up with hugs and tears. Un-injured and still delighted at her adventure, she just looked at her folks with curiosity! We, the adults, just looked at each other, and then returned (in calmer air) to our respective vessels. The scouts and I talked about THAT ‘Wind Episode’ for many months. NEXT WEEK: Wind and the non anchored Sun Shade NOTICE OF PUBLIC HEARING AND BONDS TO BE ISSUED NOTICE IS HEREBY GIVEN that on July 6, 2009, the Board of Trustees of the Municipal Building Authority of Garfield County, Utah (the “Issuer”), adopted a resolution (the “Resolution”) declaring its intention to issue its Lease Revenue Bonds (the “Bonds”) pursuant to the provisions of the Utah Local Government Bonding Act, Title 11, Chapter 14, Utah Code Annotated 1953, as amended and the Utah Municipal Building Authority Act, Title 17A, Chapter 3, Part 9, Utah Code Annotated 1953, as amended (collectively, the “Act”) and to call a public hearing to receive input from the public with respect to the issuance of the Bonds and the potential economic impact on the private sector that the facility funded by the Bonds may have. TIME, PLACE AND LOCATION OF PUBLIC HEARING The Issuer shall hold a public hearing on July 27, 2009, at the hour of 10:00 a.m. The location of the public hearing is the Garfield County Commission Room, 55 South Main Street, Panguitch, Utah. The purpose of the meeting is to receive input from the public with respect to the issuance of the Bonds and any potential economic impact that the Project financed in whole or in part with the proceeds of the Bonds may have on the private sector. All members of the public are invited to attend and participate. PURPOSE FOR ISSUING BONDS The Issuer intends to issue the Bonds for the purpose of (i) financing a portion of the cost of construction, furnishing, leasing, maintaining or operating of a fire station and related facilities to be used and operated by Panguitch Lake Fire Protection District; and (ii) paying costs of issuing the Bonds. PARAMETERS OF THE BONDS The Issuer intends to issue the Bonds in the principal amount of not to exceed $500,000, to bear interest at a rate not to exceed 3.5% per annum, to mature in not to more than 30 years from their date or dates, and to be sold at a price not less than 100% of the total principal amount thereof, plus accrued interest, if any, to the date of delivery. The Bonds will specify that any installment of principal on the Bonds which shall not be paid when due shall bear interest at the rate of 18% per annum from the due date thereof until paid. The Bonds are to be issued and sold by the Issuer pursuant to said resolution of the Board of Trustees of the Authority duly adopted on July 6, 2009, and pursuant to the provisions of the Utah Municipal Building Authority Act, Chapter 3 of Title 17A of the Utah Code Annotated 1953, as amended (the “Act”), are to be issued for the purpose of defraying the cost of construction, furnishing, leasing, maintaining, or operating a fire station and related facilities to be used by Panguitch Lake Fire Protection District, and for paying all costs incident thereto and to the authorization and issuance of the Bonds. A copy of the Resolution is on file in the office of the Secretary in Panguitch, Utah, where it may be examined during regular business hours of the Secretary from 9:00 a.m. to 5:00 p.m., Monday through Friday, for a period of at least 30 days from and after date of the publication of this Notice NOTICE IS FURTHER GIVEN that pursuant to law for a period of thirty (30) days from and after the date of the publication of this notice, any person in interest shall have the right to contest the legality of the above-described Resolution of the Board of Trustees of the Authority adopted on July 6, 2009, or the Municipal Building Authority Lease Revenue Bonds authorized thereby and that after such time, no one shall have any cause of action to contest the regularity, formality or legality thereof for any cause whatsoever. Location: Uranium One Exploration Inc.-Ticaboo Generation Facility – Shootaring Canyon Mill, PO Box 2111, Lake Powell, UT, Garfield County Project Description: On March 6, 2009, Uranium One Exploration, Inc. submitted a Notice of Intent to replace a diesel enginegenerator with a smaller unit. The currently permitted engine is capable of producing 1,600 kW which is greater than anticipated power demands. The replacement engine, which was previously located at the site, is much smaller, capable of producing only 500 kW. Because the two engines are different models with different years of manufacture, there exists the possibility that emissions of some pollutants will increase. Uranium One Exploration, Inc. desires to operate the engine such that the overall Potential to Emit for all pollutants will not change. The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. The Executive Secretary intends to issue an Approval Order pending a 30-day public comment period. The project proposal, estimate of the effect on local air quality and draft Approval Order are available for public inspection and comment at the Utah Division of Air Quality, 150 North 1950 West, Salt Lake City, UT 84114-4820.
