That It la proposed ta amend Section T, of Article XIII. of the Conatltutlon of the Btate of Utah so that the same will read as follows: Bee. I. Tha rate of taxation on property for Btate purposes shall never exceed f mills on cash dollar of valuation to be apportioned as follows: Not to exceed IK mine on each dollar of valuation for general State purposes; not to exceed I mills on each dollar of valuation fer district school purposea: not to exceed VS mill on each dollar of valuation for high school purposes; that part of the Btate tax apportioned to high school purposes shall constitute a fund to be called the High School Fund and shall be apportioned to the cities and school districts maintaining high schools in the manner the Legislature may provide. And whenever the taxable propshall amount to erty within the Btate MOO.OOS.eOMe, the rates shall not exon ceed each dollar ef valuation two mills for general Btate nnd four-tentef one mill for Surpoees, purposes, and such levy for district aohool purposes aa will raise annually an amount which, added to any other Btate funds available for district school purposes, equals 111. Any charter so framed shall bo submitted to the qualified electors of tha city at an oleotlon to be held at a time to be determined by the charter Commission, which shall be not lass than thirty days subsequent to Its completion and distribution among tha electors and not mors than one year from suoh date. Alternative provisions may also bo submitted to be voted upon separately.
