Show Council circles June for special sewer ballot The EphraIm City Council Monday night approved June as the date for a special election on the sewer The council approved an or ordinance ordinance ordinance or- or which Is contained In Inthis Inthis inthis this issue of the Enterprise which Is made up of two prop prop- Proposition No 1 lIs Is entitled Voluntary Sewer Hookup and would repeal the present mandatory mandatory mandatory man man- hookup ordinance and would allow citizens to connect to and utilize sewer services within the limits of Ephraim City at their own option The second proposition is th the mandatory sewer hookup ordinance ordinance ordinance nance which would require all those living within the limits of Ephraim City to connect to the sewer facilities facUlties Prior to the reading of the ordinance calling for the spa- spa cial election the initiative in pe petition petition petition pe- pe was presented to the council council council coun coun- cil by Recorder Arlene Deleeuw Deleeuw Deleeuw De- De leeuw as required by law At Attorney Attorney Attorney At- At torney Louis discussed the legal Implications of the petition and there was a lengthy discussion A motion was made by Councilman Councilman Councilman Coun Coun- cilman Reed Nielson to reject the Initiative petition This was seconded by Councilman RIchard Richard Richard Rich RIch- ard Olson The council then than passed the motion unanimously Attorney presented Ballot Title 1 and Ballot Title 2 copies of which were to besent be besent besent sent to the sponsors of the petition on Tuesday Following the reading of the ordinance another discussion took place Following this a motion was made by Council Council- man Leon Olsen to pass the ordinance an and to set the date of the election at June Juna 8 1971 from 8 am a.m. to 8 pm p.m. This motion was seconded by Councilman Councilman Councilman Coun Coun- cilman Robert Stoddard A roll call of the council showed all five men voting aye The agreement between the city and Snow College was read and discussed A motion was made by Councilman Clayton Peterson to accept the agreement agreement agreement agree agree- ment as written subject to approval by the college This was seconded by Councilman Leon Olsen Mayor Vertis NIelson Nielson NIel- NIel son signed the agreement T T. J Rees Dick Bailey Ted Thomson and Sue Larsen all representing the Dusty Riders were present at the meeting Mr Rees proposed that the city consider moving Its materIals materials materials mater mater- from the show grounds then keep the grounds open listing the groups which would be permitted to use the area and what groups would be pro pro- He also suggested that thata a time be reserved for each group for their specific purpose purpose pur pur- pose and that the misuse of lights or violations of grounds or and/or buildings be reported to the council or and/or marshal Mr Rees also noted that there is some Interest in keepIng keeping keeping keep keep- ing the Junior Livestock Show in operation He stated that tha several persons had volunteered volunteer volunteer- ed to act A motion was made by Councilman Councilman Councilman Coun Coun- cilman Clayton Peterson to thank Mr Rees and the Dusty Riders for their efforts and to togi gi give ve them a vote of confidence in the work they are doing relative relative relative rela rela- tive to the Junior Livestock Show The motion also stated that the city su support rt the club in their position of supporting Dr Valden Francks Franks as manager of the show The motion was seconded by Councilman Leon Olsen with all council members members members mem mem- bers giving their approval Mrs Tom Kay was present at the meeting to inquire about the possibility of connecting three homes on the sewer on Second West and Third and Fourth North when a new sewer district is de de- de The council told her that they will be included if the engineers find It feasible Councilman Reed NIelson re reported reported re- re ported that bids have been sent out for the new transmission line He also noted that the ponds at the power plant are being used to keep oil from seeping Into the Mr Nielson concluded that LeRoy LeRoy LeRoy Le- Le Roy Anderson has decided against having three-phase three connectIons connections connections con con- located on his prop prop- erty Councilman Bob Stoddard asked If the council wished to move the city's material from the show grounds to the property property property prop prop- erty on the west side of Main Street After some discussion it was decided to hold a meeting meeting meeting meet meet- ing of the power water street and public property committees on Tuesday to decide The council also approved a special session to be held heldon on Wednesday March at which time the council could map the campaign for the specIal special special cial election Councilman Clayton Peterson Peterson Peterson Peter Peter- son read a letter which he proposed to be sent to the persons who ha have e written to the council to claim hardship The i letter was approved and or ordered ordered ordered or- or dered to be sent out on Tues Tues- day A letter will also be sent to those who have paid hookup hookup hookup hook hook- up fees under the mandatory hookup ordinance explaining that this money will be held heldon on deposit until after the results results re results re- re of the special election are determined No service charges will be made until after the question Is resolved The board of adjustment has recommended that there be some changes made in the zoning Boning zoning zon Bon ing ordinance A motion was made by Councilman Councilman Councilman Coun Coun- cilman Richard Olson that Mayor May May- or Vertis Nielson appoint a a. committee to study the recommendation recommendation recommendation for an amendment regarding minimum frontage for existing building lots A second was offered by Councilman Council Council- Councilman man Bob Stoddard with the wh whole le r council placing their stamp of approval on the motion Mayor Vertis NIelson reported report report- r f ed that plans for the up clean-up campaign are underway He also reported that will hold their meeting in Ephraim some som sometime sometime time in April He asked if the city would furnish the lunch lunch- eon It was decided that the power department would pay for the luncheon There was a discussion regarding regarding re regarding re- re garding com commercial signs on 00 Main Street A motion was made by Councilman Leon Olsen that all signs must comply with state and city regulations Councilman Councilman Council Council- man Reed NIelson offered a a. second after which the motion was adopted |
