reading and passed THURSDAY MARCH 3 the committee on public health to whom was referred C P F 88 38 establishing the office of inspector of boilers recommended the re rejection j action of the bill report adopted and bill rejected the judiciary committee who had the claim of andrew burt under consideration reported that it cannot be ascertained in detail or in any verified manner what the services claimed have been and the committee from the information and evidence before it feel that the legislature ought not to appropriate the money designated in the bill if such an appropriation be made it seems to the committee that the procedure would he be a serious one for the Bhe riffa of counties the committee believed ought to secure their compensation from the fee bill and from the counties in which abey are elected and that the territory ought not to be asked to reimburse them in the manner asked for in the bill H P F relating to tenancy in common and H P F 30 substitute hautor was read a second time and on motion of baskin the rules were suspended and the bill passed the amendment provides that in cities of the first and second class clam the total costs of improvements shall become delinquent at such time or times or in such euch instalments installments or the entire sum at onetime one time as the city council of such city may prescribe FRIDAY MARCH 4 the amendments made by th eHouse in C P F 86 were considered and concurred in by the council and the bill pawed passed C P F 35 the arbor day bill was considered and the amendment by the house making it on claims and public accounts SATURDAY MARCH 5 the members after the usual preliminaries limin aries had been transacted proceeded at once to the consideration of 0 F 88 known as the bounty bill introduced trod by peters of brigham feb last and which repeals repeals section 9 of chap 81 31 session laws of 1890 relating to sugar in lieu thereof therso rit it provides that the provisions of the act shall extend through the years 1892 93 and the sum of be appropriated for said bounties provided that not got more than shall be drawn 1 ID 1892 ind and that after the aggregate bounties have been allowed by the secretary of the territory to the amount of no further bounty shall be allowed or paid by the territory during the term prescribed the bill finally pawed passed and now goes to the house C F 65 providing for the regulating of the number of olty city councillors councilors counci lors in cities of the first and second classes was also passed H F 90 establishing an agricultural the bill passed after three hours reading and all numerous amendments the election bill passed by a vote of 19 ayes to I 1 nay day the committee on enrolment reported that H F 85 on taxing costs in courte and H P F 89 relating to fees of marshals and sheriffs had been forwarded to the governor WEDNESDAY MARCH 2 H F 30 substituted to authorize counties to issue bonds for outstanding indebtedness etc was read and passed H F relating to a bureau of statistics was read the third time and passed H F ill relating to revenue was read the third time and passed H F relating to tenancy in common was read the third time and passed the bill introduced by lawrence H P F to make it unlawful to expose forestt fore etc shrubs or undergrowth on the public domain to danger from fire and prescribing the duties of sheriffs in extinguishing the same created a lengthy discussion in which many of the members participated an amendment offered by adams was by an amendment offered by wright W right and the vote on the latter resulted in ila its rejection the amendment was also rejected A dams adams moved to amend by y striking out sheriff 11 and inserting any person no jno second the bill was then placed its passage and passed ayes 19 noes 2 sargent creating a laugh by responding as usual no 0 F 29 to encourage manufactories manu factories in thin territory was taken up on its third reading the clerk had bad not proceeded very far when it struck a snag ill id the shape of an amendment offered by sargent who was opposed to granting a bounty in any form whatever if woolen factories should not be exempted from taxation neither should sugar factories if it was desired that this bill pass the section 4 providing such gratuity had bad better be left out moritz opposed the amendment A vote was taken on the amendment resulting in its adoption 13 to 91 snow voting in the negative this time J D irvine moved that section 4 be reinstated in the bill carried and the clerk proceeded with the reading arnett moved a wholesale striking out including section 4 and some others together with several portions of sections all that provided bounty for anything but iron works he supported his motion in a forcible argument snow partly favored and partly opposed the amendment irvine W H opposed the amendment making an excellent speech moritz spoke about nis his own industry brewing offering an amendment exempting lager beer from taxation ruled out of order lawrence spoke against the amendment he make a lengthy and impressive argument adams opposed the amendment the amendment was defeated arnett only voting aye moritz sent in his hia amendment in w writing ng the vote on it showed 7 for 15 aga against I 1 not of offered lereda a humorous amendment exaggerating the encouragement and bounty quest questions ione which created considerable laughter sargent offered an amendment ex exi i empting salt from taxation which was waa accepted by neither voted down marshall opposed the bill in a legal beggal ai argument lawrence again spoke in favor of the bill the debate by this time assumed strictly democratic and republican features the economic phases of the tariff question being incidentally condemned and advocated respectively cunningham Cunning bam undertook to show that thai the lehl lehi sugar factory would get from the government and territory bounty about 12 per cent on the their investment W H irvine said he was wag glad to learn learn that the factory had been able to pay a dividend and that showed the territory had bad been the gainer by it A gentleman had bad banded him a statement showing that on the starting of this factory the california sugar men reduced the price so 80 as to give this territory a reduction or saving of on what sugar was shipped here while the territory had been benefited besides this through the building and operating of this factory he ae was in favor of home manufactures faturos fac tures ts and hence for the bill snow said that cache county owns about 30 per cent of the stock of the f sugar factory and that it was distri distribute but ed among all ail classes in his hie county a meeting had been held lately for
