Show THE WATER RIGHTS QUESTION in your semiweekly semi weekly issue of the and 2nd lost while reading the article headed A cause of complaint by gam my mind was led to further reflection on the subject of the water supply its cost etc occasionally I 1 hear or see in print evidences of dissatisfaction in relation to the matter some claiming that their vested rights have been taken from them by the operation of distributing the water to parties after all the water from such sources had been appropriated while T shall not deny that this has been done to some extent though legally wrong but not intended the intent is the standpoint from which we must judge the original iaal rights of many your correspondent among others in the water question have suffered materially by the loss of fruit trees shrubbery etc but complaint OOM Plaint is not the remedy nor selfishness elfish ness any part of the cure no doubt the city council upon whom have devolved the control and distribution of the water has acted acte for the good of all so far as possible under the circumstances their water masters have given way to the he of the people for water who had no such rights legally speaking but water masters we are sometimes tenderhearted tender hearted as well as other folk and their sympathies have been wrought upon pon thereby some people ale III ave ve enjoyed benefits to anh the detriment of others but to institute statute sti tute legal gal proceedings to recover the e loss of vested rights as some have bave intimated would be all wrong his for several reasons it would add d no more water nor money to bring edg 1 it and would create a much worse feeling than now exists and put P money into the pockets of those who have now no claim the remedy dy lies in quite another direction k a system that will better control and atu economize the water and bring it to the respective parties owning primary and secondary rights theren ju respectively for such a sum as aa will 11 be just and eat equitable to all the parties les interested this means all citizens citizens for whether we realize it or oot not all we w who ho come here h build as ni laiter 11 day y saints come to indicates iud u a ga great city such as 88 is ted in the laying out of the fame dae we cannot afford to be nar row W our streets are not neither is WAS our country nor the water privileges thereof to say that alae be who came first and abed d all the water then at hand gd do this without the help of those who followed them and are win till coming would be altogether emergencies arise we must ly t them in a manner which is in keeping aping with the great object to be and for which we are here n the e cont controlling roling nt and distributing of y tue the water thus far there has apor to been leq a ny y very fy great mistake who t dinst instance nee any intelligent man eibi has a large S piece of land to it sivate ill vate knows that he cannot do to au himself h and if he is notable not able ah xh he bi re which was the case with us w would say to his friend or friends take a part of this land and do as I 1 am doing and I 1 will divide the water which I 1 own with the land must be cultivated there is a great object to be attained thereby and with this crude way in which the water is now brought the supply being insufficient we will improve the way and also look for a further supply for it will take our united efforts to accomplish the great object which we have undertaken that object may be made a great success but if we quarrel and divide it will prove equally as great a failure now what an intelligent man can do an intelligent community of men may do also and even more effectually because of the greater amount of intelligence combined in the many over the few when such work is accomplished almost any perodan can see that each individuals individual property is increased in value by the extent of the enterprise over and above what it would have been had the first comers been selfish enough to shut out this extra help and consequently extra improvement in pro simply because they at that time could not discover any more water or the way of getting it to the people by a less wasteful process our waterworks water works system must in the near future take the place of ditches for carrying water through the city the economizing of water from evaporation and the unnecessary soakage demands that the system be extended as fast as practicable and that the waste of water be more rigidly controlled oled and perhaps the use of water within the corporation for irrigating purpose confined to trees shrubs lawn etc there could be a scale or plan devised by which every primary water right owner also every secondary w water ater r right gh t 0 owner may ha have ve the water brought to him at cost accord according to his original or vested rights the phe system would be simple and work with equal justice to all parties interested it would also in its operation from year to year serve to reimburse to a considerable extent the person who may honestly and truly feel that for the time being he is deprived of his vested water right to fully explain the plan however would require considerable sid Id space and as we have not in our progress of improvement quite come to the bridge J I 1 will not yet attempt to pass over with due respect for water rights and all other rights AN OLD CITY COUNCILOR CENT centerville ERVILLE july ath 1889 |
