third and fourth south streets and askea to have it covered revernd to tho committee on salt lake lahe and jordan canal 11 J lawrence and others complained of the condition of fifth west street near north temple referred to the committee on streets henry dilling billing asked to have the water ditches extended on second west street to ninth south referred to the committee on irrigation N 8 laws called attention to his former petition for damages and asked action thereon Rif referred erred to committee on claims the salt lake city railroad company in a communication called attention to the fact it 0 at parallel franchises had been given to it and to the rapid transit company on certain streets in the northeast part of the city naming them and on second south street the communication represented that for both companies to lay and operate a track on the same street would be detrimental to property owners and unprofitable to the companies to relieve the situation the commini aaion proposed to surrender to the rapid transit company certain streets on condition that they surrender to the petitioner certain cartain others including second south street on some of the streets proposed to be surrendered to the rapid transit company the track has been laid aud and for this actual cost is to be add referred to the committee on streets A J white and others asked to have the water mains extended on first east street to eighth south referred to committee on water works A petition was read asking that seventh west street be opened and cleared of fences i etc tc to tenth south street referred to committee on streets marco franish asked to be allowed to continue his lunch stand at the corner of second south and first west streets denied A communication was read from T C woodbury postmaster at fort douglas relative to connecting the sewerage system of the fort with that of this city and referred to committee on se sew jesse harper and others asked that bicycle riding in the business portion of the city be confined to the streets pembroke moved to table the petition for the reason reason that he had bad some mouths months ago taken this matter in hand and introduced a resolution covering the same ground which was in the hands bands of the committee on municipal laws A member of that committee denied all knowledge of the alleged resolution and pembroke withdrew his motion to table and the petition went to the committee on streets because con ePs hack was laid up a long time for repairs he asked a rebate of 10 on his license referred to the committee on claims B Y hampton asked permission to purchase two springs located on theold the old pest house land referred to the committee on public grounds the Ur groesbeck company asked leave to tear up up the sidewalk in front of their bs basement ement so that a large steam boller boiler could be put in granted on condition thattie that the sidewalk be restored fred simmons and others asked that street signs be put up referred to committee on streets john haggerty represented that in june last lie he bought his present bootblack stand near the corner of second south and main streets and he asked to be allowed to maintain it there his petition had a number bi r of en dorsers re erred to the committee ou on license A communication from a committee of dentists was read explaining the manner in which the draft for an ordinance regulating the practice of dentistry accompanying it came to tobe be drawn and denning defining the views of the participating dentists relative to such a law the communication and proposed ordinance were referred to the committee on municipal laws the mayors report of fines and penalties remitted during the six months ending aug 31 was filed the city engineer submitted profiles of first south street between east temple and seventh east and asked that the grade lines be recorded as the councils Counci Ps and not the engineers as aa he desired to go on record as being opposed to laying permanent pavements on temporary grades the same officer reported that there was reason to believe that at a moderate expense a subterranean stream in the bed of emigration creek could be diverted into the pipes and he recommended that it would be done in answer to a qu aution tion he said he thought it would cost about 1000 he was instructed to have the work done 8 H conley sealer of weights and measures filed his bis report A communication was read setting forth that all the persons and companies to whom franchises had bad been granted for the construction of street railroads in north salt lake had failed to construct any lines it recommended that a franchise on certain streets be given to A L williams J W neff hudson smith H P folsom and C W morse and was endorsed by a large number apparently several hundred property owners in that part of the A franchise over the following streets is asked for beginning at fifth gestand west and ninth North thence west on OB ninth north to seventh west thence chenue north on lynn street to may street thence west on may street to the jordan river also for a branch line beginning on may street at block 45 kinney gourlays Gour lays plat thence to duluth avenue thence west to cleveland avenue thence to the county road thence to the city limits referred to the committee on streets the committee on claims reported on several minor items and in respect to the petition of aurelius miner esq for damages for false arrest and imprisonment on july aih the committee stated that the city attorney held that the petitioner haj had no remedy as against the city and they therefore recommended that his petition be denied adopted the committee on license reported in favor of granting to two men who were aged and infirm and were now keeping fruit stands on the sidewalk permission to continue in business anderson opposed the adoption of the report saying that the city was trying to clear the streets of these stands and if permission were given to one class to main maintain saintalia talia them it cohn thought legitimate object of charity might be made to tle the rule quite a debate ensued I 1 resulting in the adoption of the re rc port anderson andersen and parsons vlotina ino no the next item of business was the adverse report of the same commit tee on the petition of alfred bolander who asked leave to maintain a portable lunch stand anderson thought the report should be rejected under the last vote of the council but it was wag adopted the committee on municipal laws recommended that the present ordinance be amended so as to require telegraph and telephone wires to be not less than 23 feet from the g round ground instead of 22 feet as at present adopted the committee on police reported that the city marshals report was correct and recommended that the police court clerk be paid A salary of per month adopted later an ordinance was passed fixing the clerks salary at that figure an A umber number of bills were presented and allowed or referred and a batch of renewed liquor licenses were granted A number of applications for ped adlers licenses were referred to that committee A communication was read from dallas hedges architects to the effect that the plans for engine house number two would be ready thursday morning and the counell council ordered bids to be advertised for pending the laying of the utah central track on fourth west street the time to do the work in was continued till oct cohn stated that grave charges were made against officer sullivan and moved that the committee on police be required to investigate charley charlets desky and councilman heath were the witnesses the motion prevailed and thursday sept 25 was set as the day to investigate mr cohn stated that he had no prejudice against officer sullivan Sul liyan but if he was guilty he should be punished and if not exonerated the resolution granting a franchise to the salt lake city rail bail road company then came up for passage it was amended by pro viding that the company shall use flat rails where wherever ver streets are paved and that the fare shall not exceed five cents for a single passage also that if work be not commenced within three months and the road completed and in operation within one year the grant to be null bull and 1 void the line runs from ninth south and seventh east south to the city limit thence west on roper street to sixth east it was adopted as amended A prolonged debate occurred in regard to the cemetery fence terminating minati mina ting dg in the adoption of a motion to advertise for bids without restriction as to whether the mi ferial should be home produced or not adjourned for one week |
