lights on said street referred to the committee on improvements several residents on seventh east between third and fourth south streets asked for a postponement of liying laying the water mains on said street claiming that it would work a hardship on them if the improvements were made filed for consideration when confirmation of the order for laying the mains comes up john shepherd petitioned for a lease of a certain sand bed bad for 10 per annum referred to the committee on public grounds the petition of herbert price for an order of the council autho authorizing the mayor to execute a proper d deed for certain property owned by him and for which a defective deed had been given was referred to the city attorney A petition for a license to sell fruits signed by lewis J newson was referred to the committee on license A petition of jacob weiler Wei lerand and others for an electric light was referred to the committee on improvements r A petition of john and william parry to quarry sand rock in city creek canyon was referred to the committee on public grounds A petition of james S brown asking to have a street closed in glendale park was referred to the committee on benjamin jones and ann beers protested against extending the wate mains on seventh east street laid on the table to come up iu in its order A petition of robert allen alien for a proper deed in lieu of a defective one was referred to the city attorney A alt petition e of henry luce and E A holt for permission to display fruit for sale on main and second south streets was referred to the city alfy marshal the petition of carl J su dunbach anbach and others for an extension of water mains on E E and sixth streets was wab referred to the committee on water works lucius and wendell woodruff petitioned for the execution of a legal and equitable title to certain pro property petty referred to the city attorney william N cook petitioned for a deed to land for which he had paid long ago he took occasion to present a sermon and claimed that some members of the council had stated untruths un truths about him but he said they would wish they done so go mr dooly moved that it he tabled as it was disrespectful in its tone mr also thought it ought t not to be de received but it was formally referred to the committee on public grounds the salt lake city railway company asked the privilege of main wires upon the public streets to be applied to mechanical purposes from the ane central power station mr roberts said this was asking too much and he was not in favor of granting the request dooly and mccornick were in favor of granting the request mr young thought the multiplication of wires in this town was unwise and dangerous and he doubted the wisdom of this move mr dooly held that this was granting no new franchise but simply p ay 4 enlarging their rights mr young had never voted for a franchise to any corpora ion except at the pleasure of the council after afar being amended so as to read during the pleasure of the council dl 11 the request was granted two WO retail liquor licenses were granted in the report of city attorney richards on the petition of the deseret telegraph company asking fora for a refunding of the taxes assessed against them the attorney gave the opinion that the tax was illegal and should be refunded adopted the report of the city attorney on the petition of mr harmon suggested that a quit claim deed be given for the land in question received and adopted attorney richards reported verbally a bill for an ordinance nance protecting fire alarm boxes and making it an offense to interfere with or obstruct the operation of the fire alarm system ordered printed mayor armstrong presented his second annual message as follows gentlemen of the city council the provisions of city ordinances requiring the h mayor to submit an annual annual message just previous to the city councils and his fits own retirement from office is open to criticism that any recommendation men dation he may feel called upon to urge will be considered inopportune but to comply with the law and to put my suggestions on record whether they may be afterwards heeded or not I 1 beg bee to transmit the reports of city officers for the year 1889 and at the same time to present to your honorable body briefly my views in relation to the chief subjects enga engaging r ng the attention ot of the muni municipal cipa mind which may be received by you as my second annual message and my valedictory dic tory FINANCIAL the total receipts for 1889 from all sources including sales of bonds of iw 1888 ana and local water taxes were and the expenditures for all purposes the liabilities of the city january ll 11 1 1890 an age consisted 0 of the bonded debt a amounting with th accrued interest to and there was a balance in the treasury of in possession of the treasury and still unexecuted and unsold are mm worth of bonds of 1888 which the council may order to be sold at any time the amount derived from the sale of city lands to january 1 was A complete report to date of land sales will be submitted to you it shows amount bid 00 amount received 25 deeds on hand and undelivered 75 at this writing there is a balance in the treasury of which if carefully expended will provide many necessary and important improvements WATER the present snowfall in the mountains gives assurance of a greater sup fas ely I 1 y of water the coming season than t though for this reason no pains should be spared to increase the quantity of water flowing into the city or to provide better facilities for supplying it to citizens the city water commission have made their report presenting you with the result of their experience and observation and their recommendations especially in regard botheim to the immediate improvement of our greatest irrigating waterway water way the jordan and salt lake city canal I 1 heartily endorse with this supply for the irrigation of lota and with the mountain streams which may be hereafter acquired for culinary use and additional irrigation our city in ordinary seasons will be reasonably well provided as aa well as possible ble perhaps without the expenditure of vast sums of money for driving wells and pumping which is an undertaking so thoroughly experimental a and nd expensive that in my opinion it should be resorted to only when it is is demonstrated that all the natural gravity supply obtainable is insufficient the practicability of storage reservoirs as a means of husbanding hus banding our mountain streams may be easily easily demon by turning the surp surplus us waters of early spring into the east side reser voir which though at present only an excavation may if necessary be cemented at no considerable cost such reservoirs constructed in safe places and made watertight water tight will prove extremely advantageous in holding back waters which otherwise drip away and run to waste efforts to secure our mountain streams should not be relaxed in my opinion as such supply is certainly the surest safest and most wholesome of any yet contemplated STREET improvements one of the greatest necessities of th the e ett atty y is the improvement of streets with the funds at our command and the facilities provided the work now under way on main street should be extended to every street within what is known as the fire 1 limits I 1 am of the opinion that after the crushed rook rock has settled as an it will upon a solid gravel bottom a laying of native asphaltum ph altum of which our territory yields an abundance should be placed over the surface say about two inches thick and we will have streets that will endure for many years to come my observations ions during my recent trip to california teaches me that macadam zed streets while being much cheaper are better for travel and equally as enduring as pavements in this connection I 1 hope the error incident to the beginning of waterworks water works exton extensions namely constructing a local improvement out of the he general funds will not be repeated in our street making as the complications arising from that mistake are still a source of annoyance to the council and of discontent among those who are required to advance assessments sess ments for such extensions with the equalities of paying for good streets at the general expense rather than any other improvement for the reason that the streets are used by all citizens alike it is nevertheless a fact that abutting property is materially benefited by the improvement and in my opinion should be made to pay a large proportion of the expense the plan adopted by many cities of floating bonds to provide the money for such improvements the bonds to be payable by benefited property owners in easy instalments installments and at a low rate is one that so far as investigated meets my approval the necessary legislation for the adoption of this plan should be secured at once PUBLIC BUILDINGS the joint city and county building has been too long delayed in my last message I 1 called attention to the necessity of a new city hall the necessity is daily increasing and I 1 am informed the county people are in a similar condition the plans are now approved excavation is begun and I 1 should be disappointed if the work is not being rapidly pushed forward immediate arrangements for better jail facilities should also be made either by arrangement with the county or oj by the building of a now new city prison PUBLIC PARKS AND SQUARES for the health and recreation of citizens a more systematised systematized effort for the improvement of liberty park ark pioneer square and of the natural natum parks in city creek canyon now dedicated for such purposes ought to be made washington square should be improved as a market ground and suitable market buildings erected there for the convenience of citizens SEWERAGE considering the attendant disadvantages the sewer work is progressing satisfactorily all the work of excavating cava ting for laterals literals late rals and main sewer in the places where water is near the surface and necessitates pumping will in all probability be completed before the high water season the city is to be ed in this as aa the work would prove doubly expensive and perhaps could not be accomplished dished for another year bad it been delayed until spring ing the expense of the pumping p plant ant in process of construction exceeds my anticipations but I 1 am confident that the work is being well done the pump itself has not yet arrived though under our contract it is long since due I 1 recommend the passage of an ordinance so soon as the system is ready making it obligatory upon property owners on main street at least to connect immediately with the laterals literals late rals ELECTRIC kt LIGHTING an important and agreeable advance in street lighting was recently made when the gas lamps were supplanted b by y th the electric are arc lamps the satisfaction f ti it generally generall expressed by citizens additional af at the addition additional light thus provided added to the fact that the cost is no greater than the gas impels the belief that the contract just executed to on supply I 1 ay thirty additional are arc lamps mat making ing a total of lamps at 15 per month each will be generally endorsed conclusion in conclusion I 1 desire to thank the members of the council and city officers for the uniform courtesy and respect they have shown me in my official capacity and exercise a hope for the continued prosperity of the city and for the f future happiness and success of the citizens respectfully FRANCIS mayor of salt lake city the report of work done on sewers by engineer brooks was laid over till next meeting the report of the city pound keeper showed fourteen wes sales of es trays from which was realized but the expense was the difference was appropriated the report of the mayor that he had bad executed relinquishment deed to the hydraulic canal company was approved the city treasurers treasur ers report referred to the committee on finance pour four reports from the committee on water works were received and adopted the report of the committee on fire department and the report of the chief of the fire department recommending the adoption of the report was waa reee received ived and adopted the report of the committee on claims on the bills of the gas company and salt lake power light heating company recommended that the bills be allowed also on the bill of the supervisor of streets recommending allowance of same adopted the committee on claims reco mended the appropriation of the amount claimed by J W fox adopted and the amount appropriated the bill of engineer brooks for january for and 86 25 for his services and those of his bis assistants was allowed and the amounts appropriated the report of the superintendent of sewer construction was referred to the proper committee alderman riter biter introduced a bill to fix the treasurer treasur ers bonds at such a sum as will comply with the statute by ine increasing re asing the amount from to passed the council then took up the investigation vesti gation of the charges against the mayor and marshal made by the defunct grand jury ury mr houtz testified that he had been assistant city attorney for one and a half years was cognizant of the he fact that detectives were employed either mr salmon or the marshal informed me that there were detectives at work to ferret out sunday liquor selling and houses of prostitution my understanding was that they were not the regular police force I 1 know but what they were paid at first I 1 understood ishad been usual to detect these crimes in that way I 1 deemed it to be an incidental power of the marshal I 1 first learned that the party employed received a contingency about the time tho the first case came up 1 then understood they were to be paid an amount proportionate r orti onate to the amounts received receive I 1 protested against the P paying ya edg of the witnesses accord according ling to the fines collected I 1 un understood d that kind of testimony to be competent but not entitled to much weight I 1 find it to be illegal 1 I 1 deemed it an impudent thing to do the accused raised that question it was then found that all the detectives tec tives were paid a salary and none of them had any contingent coltrin was on the stand in two or three cases came I 1 think there were convictions on his timoney tes mr young asked mr richards whether there is an ordil ordinance lallee authorizing the employment of detectives tec tives mr richards said he knew of no such ordinance but he consid considered ered there waa an implied power mr houtz continuing said it was the rule not to put coltrin on the stand cases he was only on the stand in one or two cases justice said he had bad been employed in the police court office for about fifteen years during this time detectives were employed in this class clam of cases mayor armstrong said he had been in office four years this detective work had been done ever since he had anything to do with it never knew coltrin or 8 spoke noke to him till the work was over ke he claimed that he had lost money on it he was to get 40 per cent or that rate of all the fines collected to be paid out of the marshal Is contingent fund I 1 approved the detective vouchers as I 1 approve all vouchers of the heads of departments mr riter biter moved that mayor armstrong and marshal solomon be exonerated from any intentional wrong in making the appropriation of moneys for detective services as had been done mr bowles said he hal hai made up his mind that they be exonerated from any intentional wrong though he thought the methods questionable mr young thought this was a practice in other cities he held that there |
