Apply for the program under Chapter 11, AR 630-- 5 (Leave, passes and permissive TDY) ACCORDING to the official, service members who want to settle their families in another location before going on an unaccompanied tour may also use the permissive TDY. Not eligible for the program are those soldiers entering basic training or officer candidate school, proceeding to an initial duty station, on TDY orders to attend a service school course, andor taking part in an exchange assignment. Persons cm PCS orders for separation are also ineligible. An immediate action change to the regulation on leave, passes and jpermissive TDY should reach the field withink two weeks, says the official. - The Army has decided not to charge leave time to those soldiers looking for a place to live before ing in at their new duty station, according to an official of the Military Personnel Center (MILPERCEN). THE CHANGE in Army policy allows the use of permissive temporary duty (TOY) for the purpose of g before embarking on a permanent house-huntin- change of station (PCS). Soldiers using permissive TDY do not receive any government funds to pay costs associated with house-huntin- g. A soldier now can take up to seven days under the new' policy for house-huntin- g if government -quartershousing will not be immediately available at the gaining station or, if available, are not required to be occupied. Soldiers who want to take advantage of the program must ar fati- out date for the followin items: tan uniform; poplin shirt; green gues; fatigue cap; uniform; and raincoat; green overcoat; mint-gree- n white blouse. Although soldiers may continue to wear the fatigues until 1985, they must own at least one set of the battledress fatigues by Oct. 1, 1982; two by Oct. 1, 1983; three by Oct. 1, 1984; and four by Oct., 1985. Further, the womens cord uniform no longer will be authorized for wear after Sept. 30,1981. The op-sti-ll tional green windbreaker and green sweater, too, will be outdated on Sept. 30, 1983. Uniform officials remind soldiers not issued the new items upon joining the Army that they will be required to possess them when the current items become outdated. The officials point out the monthly clothing monetary allowance (CMA) is paid to en-th- e listed soldiers to help replace clothing issued during initial entry training. The amount soldiers receive cad year is based on how long the issued items are expected to last and the price per item. In FY 81, for example, the monthly CMA for soldiers with more than three yearsfaf service is $12.60 for women and $10.20 for men. This figureis slightly lower for those soldiers under three years of service, Until the wear-o-ut dates of the various items take effect, soldiers may continue wearing the current uniform items. (ARNEWS) Over the next four years, some soldiers may have to replace several items in their g bag to comply with the new" Army look. By 1985, say uniform officials at the Department of the Army-it-he (DA), all soldiers will have a distinctive green dress uniform, black outer wea? and camouflage fatigues, The new" Army look will reduce the number of uniforms now authorized for wear by soldiers. For example, some soldiers now wear the starched fati- gues, others wear the fatigues and others the new battledress type of fatigues. In addition, women soldiers are allowed to wear either the male or female fatigues. OFFICIALS say requiring soldiers to dress alike will help promote unit cohesion. CSA addresses uniform wear policy In a message to his major Army commanders. Army Chief of Staff Gen. E. C. Meyer expressed his concern about Army uniform wear and clarified Army policy on the subject. In the April 6 release, Meyer states, I am concerned about the widespread wearing of civilian clothes on duty by soldiers, primarily in the Washington area, but also worldwide. He went on to acknowledge that some soldier jobs are done better by the wearing of civilian clothes, but said he believes the majority can perform as well, or better, in the Army uniform.' The basic Army policy is to wear the uniform on duty, to wear it correctly, and to wear it with pride." Meyer notes that there may be some exceptions where the duty of soldiers requires civilian clothing to accomplish the unit mission. These jobs include: Intelligence, security, or related duty clearly requiring civilian attire. In a country where wearing civilian clothing is required. - . Criminal, investigation and military police Ordnance disposal unit with the mission of offiprotecting the president or other high-ranking cials. , White House duty when civilian clothing is deemed appropriate by the senior aide. Performing congressional escort duty when civilian clothing is deemed appropriate by the chief, legislative liaison.' Army attache offices when deemed appropriate by the assistant chief of staff for intelligence. Military Assistance Advisory Group (MAAG activities when civilian clothing is deemed appropriate by the chief of MAAG. Meyer allowed that in certain circumstances major army commanders and staff agency heads may grant an exception for officers to wear civilian clothes. Any request, for enlisted wear of civilian clothing and payment of civilian clothing monetary allowance must be sent to HQQA for approval. However, unit commanders may authorize option-- . al wear of civilian clothing for specific occasion. Gen. Meyer concluded that this policy will be included in a forthcoming change to investigation.
