Show I 1 to the saints we would advise all the saints in great salt lake city and in the vallies of the mountains to come to the general tithing office and have a settlement as speedily as possible as it is desirable to close up all accounts which have been accumulating and not settled since the fall of 1848 there are many brethren who have been paying their tithing each year yet have never made a settlement tor for any one year since their arrival in athe the valley and the consequence is their names have not beep been entered on the GENERAL TITHING RECORD or the llie book of THE LAW OF THE LORD the reason for this flu s is is no mans name is entered on this book only when he makes macega a settlement in full up to some specified time when bais done he will receive a certificate from the itce office as an evidence to his bis bishop that his tithing is paid and until he can show such a certificate there is no ostensible evidence that he has paid his tithing neither is his name entered on the GENERAL TITHING RECORD there are four separate kinds of certificates issued at the offie for tithing viz first for property tithing owing previous ions to september 1851 second tor for labor tithing third for produce tithing and fourthly for property tithing in accordance with vote of conference sept 1851 each person ought to be able to show these four separate certificates to his bishop this present season and then for bac each h succeeding year certificates for produce and zor labor k tithing only will be necessary unless circumstances should hereafter require otherwise A debtor and credit account is kept on a ledger with all persons who pay tithing and all accounts remain on the ledger until there is a settlement then the whole amount is transferred and recorded on the book of the law of toe tae lord and the accounts on the led ger are areDa lanced balanced I 1 unless those paying tithing come forward wore more punctually uail than they have hitherto done it will take nearly one y year to go through with all the settlements with the azen brethren in these vallies tallies and by the time they are through the accounts will be so far mingled wi with ith the next years account that the record of this years settlements will have to be included in I 1 the S se et cleme ats for the year 1852 we therefore advise all the brethren to attend to their settlements as soon as possible for we believe that it is better tor for them to spend a day or even two in securing a settlement than to neglect to settle at all the clerks at the tithing office are willing to work early and late to settle with the brethren so that the records may be kept uniform and the brethren win will be better satisfied when they understand the law of tithing more fully and the correct method of doing business I 1 1 brethren these things are for your good and the only proper way freyou for you to procure a certificate of odthe the payment of your tithing to present to the president of the any out door business unless he shall ie e especially instructed so to do by the bishop it is the duty of the presiding bishop to preside over all bishops and clerks and laborers in temporal affairs and instruct wad and counsel and dictate is as he shall be led by the holy ghost and if he shall counsel I 1 wrong it is the business of the first presidency of the church to correct him from whom he receives his inspru instruction C ti and not clerks or bishops and the nearer all arrive arrive to the true science of doing business and each keeping his own place the easier will be their yoke and
