The recognition was given at the annual Boy Scout council dinner that honors outstanding leaders. The Silmer Beaver is the highest award in scouting. SNOW says the most important item in my mind in scouting is the basic concept of why one would be involved. To many adults, boys of scout age are boisterous, discourteous and ungrateful. This feeling drives many men out of scout leadership. I have stayed in the program to see young men through this stage. I have seen many benefit from their scout training. They learn safety skills (lifesaving, first aid, etc.). They learn skills of independence (cooking, camping, mapping, etc.). Probably more important than these are the leadership, socialization and self improvement skills which give confidence and adaptability to adult life. It is my desire to do my best to help young men have the opportunity to receive these elements of scout training. He got involved in scouting on a large scale when the Snow family moved to Layton in 1970. His son turned twelve and became interested in scouting. Mr. Snow was made assistant scoutmaster then scoutmaster. He served six years in these capacities and then went on to serve in troop committee and district scout positions.
