Under the Manual's emergency provisions, any request from a permittee triggers ADC authority, and ADC need only "notify the Bureau as soon as possible." In the Richfield District of Utah BLM, an official there told Scott Williams, a para-legfrom Salt Lake City, that his office had "no communication with ADC," and that he believed the probable reason was that, in his opinion, there has to be a "bona fide emergency," and that "I don't think there really are any emergencies out there." Utah State ADC Director, Duane Rubink, in fact, reported to Scott that there had been 44 requests made on the Richfield District resulting in the killing of 146 animals, mountain lion included. In fact, not a single request by a permittee for lethal control had been refused under the emergency provisions. The BLM official talking to Scott was angered by this information and stated concern for the seemingly "total lack of responsibility and accountability" on the part of ADC Scott goes on to say in his report that "in short, the emergency ADC provisions in the BLM manual are a complete farce, and extensive, virtually unknown killing is occurring pursuant to them. This despite the fact that it is questionable whether or not there has been any authorization from Washington DC to use the provisions. And even these farcical guidelines are being blatantly violated, for in the, overwhelming majority of the cases in Utah no notice whatsoever has been given to BLM as is required under the loosest interpretation." And then there's the ADCUSU laboratory in Logan known as the Millville facility, an ADC research facility that tests new traps and poisons on wildlife. They have been accused of force d traps with broken feeding radioactive and toxic poisons to coyotes, leaving coyotes in and fractured bones for over eighteen horns, letting radioactive goats and sheep escape into wilderness areas, as well as student claims that coyotes were seen bleeding, vomiting, and choking in the Millville cages.
