Foster was noted for his tremendous effort in keeping systems up to date, functioning and reliable. Mayor Thomas thanked him for his service while Foster shook hands with the rest of the council. Resident Mark Stoddard voiced concerns over the issue of new "sand piles" located near the homes in the Oaks. Due to some nearby construction in the area, exposed dirt and sand from that site is apparently being picked up by the wind, and large amounts are drifting into residents' homes. S toddard brought pictures outlining some of the problems nearby •homeowners were ' facing, and asked the city to please work with the construction site to see that the matter was resolved. The council had already been apprised of the situation, and planned to meet with those responsible the next morning. Stoddard asked council to consider having the site pay for damages to affected homes. Meanwhile, the council discussed the surplus of two different pieces of property at the meeting. The first property, located on Hwy 6 and 2550 East, was approved for surplus, and it was mentioned that there may already be some interested buyers. However, no action was taken regarding the surplus of the second property, located at 100 East 300 North, due to the fact that council felt the idea was premature. Councilman , Leifson said, "We need to evaluate what our needs are," and suggested to that council take more time to study the master plan of the city and have a survey done on the land. . After hearing input from the Fire Chief and Ambulance Captain whose facility borders the extra land, Council agreed they did not want to regret selling the land should they need it for future use. Also up for discussion at Tuesday's meeting .was the 2008 Fiscal Budget. The council has been reviewing the budget for the past month, and council members came back with a barrage of questions regarding proposed allotments. The mayor specifically questioned money being used to purchase new fiber optic meters and whether or not it was government's role to ensure fair competition. Thomas was concerned about the fact that the city was suggesting buying new and more technologically up-to-date meters, while the current ones, which were still usable, were being purchased at what he called, ''pennies on the dollar." Other topics of discussion included: road and chip repairs, lighting at the ballpark, a 40-hour work week for police officers, and the Halloween spook.alley. Last year the city sponsored a spook alley, and while they lost money in the end, they decided that it was too early to decide whether it would be better handled by the private sector due to the fact that many of the costs incurred last year were onetime costs. The recreation department is currently doing some analysis on the spook alley and council members agreed to wait until those results came back before they considered making changes. The 2008 Fiscal Year Budget was adopted by council members with the understanding that the budget could be revised and adjustments made as needed at any time in the future. In other news, the Mayor said he was recently contacted by an agency who sponsors foreign exchange students. They are currently looking for two to four homes in Utah County to place students. Zeke is the son of Robert and Jackie McMullin. Zeke has had piano instruction for the last 13 years from Ronda Hansen of Woodland Hills. Zeke has participated in the National Federation of Music Clubs for the past 12 years, earning superior and excellent ratings in solo, concerto, ensemble and hymn events. Utah Valley South Chapter is affiliated with the Utah Federation of Music Clubs held under the auspices of the Nation Federation of Music Clubs. Obituary Louise Frost Larson 1939-2007 Louise Frost Larson, beloved mother, grandmother, sister and friend, peacefully returned to her Heavenly Father on June 9, 2007 in Salt Lake City, following a difficult, prolonged illness. She was surrounded by her family at the time of, her passing. Louise was born July 24, 1939 in Payson to William Henry Frost and Vesta Holdaway. She grew up in Spanish Fork and graduated from Spanish Fork High School in 1957. Louise attended Brigham Young University, where she graduated in 1961 with a bachelor's degree in Nursing. On April 27, 1961, she married Sterling A. Larson of Blackfoot, Idaho. They were sealed in the Swiss temple on April 17, 1965. Louise was preceded in death by her husband, a daughter (Sarah Elizabeth Larson) and her parents. She is survived by eight children, William Larson (Paula) of Orange, Calif.; Elaine Yates (Donovan) of Mona; Heidi Gunn (Bruce) of O'Fallon, practiced as a registered nurse, specializing in geriatrics, for 15 years. In 1986, Louise moved to Spanish Fork, where she resided until 18 months prior to her passing. Louise loved to* travel, especially to visit her children and grandchildren. She was a wonderful mother and grandmother to her family.
