He recommended that a commission representative travel to San Francisco to meet rating agency board members. The commission agreed to sign the $3 million application to USDA Rural Development for additional funding for the prospective $12 million jail. The commission's plan all along was to seek a loan from USDA as part of the funding package. But USDA wanted to make sure voters approved a general obligation bond, another leg of the funding package, before entertaining the application. Commissioner Mark Anderson said interest on the USDA loan would be lower than on the general obligation bond. Anderson said the rate on the USDA loan would be 4 to 4-3/8 percent, compared to about 5 percent on the general obligation bond. On another matter, the commission authorized the Chairman Bruce Blackham to sign a modification to the M & M Irrigation Project. The Central Utah Water Conservancy District will fund $350,000 and the federal government $650,00 of the $1 million dollar project. During the meeting, the commission also received an update on road projects from Brian Barton, of Jones and Demille o o Engineering. Barton reported the excess material still needs to be hauled away and a 100-foot guardrail needs to be put in on the Ephraim Canyon Road project. Barton By C. R. Truitt $7,092 in purchases for mosquito abatement. Jarrett noted that four Utah counties have had cases of West Nile virus, which is spread by mosquitoes. • Sheriff Kay Larsen asked for permission to purchase vests for officers at $ 1,201.45, and for a cell phone stipend and credit card with a limit of $1,000 for Deputy Jeffrey McQuivey. The sheriff also asked for approval of $2,169.53 for a vehicle transmission repair. • Sanpete County Clerk Kristine Frischknecht, standing in for Richard Hight, emergency services coordinator, requested $1,420.38 to purchase 84 T-shirts and $4,000 lo modify the Mobile Command Center. "The commissioners refused a request by Joe Daley, of Mt. Pleasant, to build a house on one lot of a four-lot minor subdivi- sion. County Zoning Administrator Lee Holmstead said water had been approved for the firsl lot but not the other three. The commissioners held firm and decided they would follow the ordinance, which requires an owner to have all the water approved for the entire subdivision before building. •The commission appointed former Ephraim Councilman Garth Sorensen as an alternate member of the county planning commission. At the same time, the commission approved Sorensen's re' quest for a minor subdivision. Sorenson said he was acting as an agent for the owner. Holmstead confirmed Sorenson had power of altorncy. The minor subdivision. Sorenson said, was a half-acre with power and water provided by Manti City.
