When the request to hire went to the commissioners it was rejected upon advisement of Commission Chairman Ernest Eberhard who said the request was not properly submitted. The Davis County Library FARMINGTON Board, with two of its five members absent, quietly gave approval Monday to fill a vacancy created by the resignation of the childrens librarian in the South Davis Branch Library. The action was also approved on Tuesday by the Davis County Commissioners who earlier rejected the request in order to get the approval of the full library board. County Library Director Jeanne Layton had requested permission to fill the position through Evan Whitesides, chairman of the library board, when the person currently in the position, Betty Cook, resigned, giving short notice. Since the resignation was received between board meetings and the time period to fill the position was short, Mrs. Layton had asked Whitesides for his The request was presented to the commissioners by director and signed by Whitesides. Mel Miles, county personnel Whitesides recapped the situation for the two board members, County Commissioners Glen Saunders and Robert Arbuckle before asking for their approval. Saunders declined comment on the issue but said of the rejection that the commissioners were acting on advice that the full board should approve the matter before the commissioners could. Layton Gets Park Funds Layton squeaked by to receive some of the last federal funds that will be available for the development of new parks, the City Council has learned. Richard Hunt, director of parks and recreation, told the council that $105,000 in matching funds had been approved for a park in the Oak Forest area by the Bureau of Outdoor Recreation. The city will be required to match the funds with city money for development of the park, Hunt said. About eight acres has been purchased by the ity for the park, which will be located between existing church property and a parcel which is planned as the site of a new school, Hunt said Monday. Hunt said the park will seem larger than it actually is, because it will connect with playground areas at the church and school. He said facilities at the park will probably include three baseball diamonds, a large bowery, restrooms, : money and the citys workload. He said the city is still finalizing the purchase of part of the property. Hunt also asked the council to consider raising the park fee charged on each new home in the city. He said the present fee of $200 per home is not enough for park development now that federal funds have been virtually halted by federal budget cuts. Hunt said there had been a question about the legality of cities levying such a fee, but that it had been found to be legal in court suits in other areas. He said several other cities in the area have raised their park fees. He said Clearfield, for example, had raised its fee to $300 per home.
