Den Clintec, however, will remain In command of the mllltnry dlvHon of the Philippines and will assist the civil nuthorltlts In the preservation of peace nnd good order whenever called on to do so. The effect of this policy will be the completo establishment of civil government gov-ernment throughout the entire Phlllpplno Phlllp-plno nrchlpelngo on American Independence Inde-pendence day.
