Show Ditches Must be Cleaned Mayor Robinson Says Now is the Time to Test Ditch Law.- The Ordinance. The condition of the city ditches harts Mayor Itoblnson to do some suggesting and quoting. An ordinance ordin-ance provides that property owners shall keep all ditches In proper repair and though many doubt the legality of that ordinance the mayor quotes, and says let's lest the law. Major Itoblnson presents the following: To the Public -Inasmuch as the water courses running through Logan city have In many Instances been allowed al-lowed to choke up with grass, weeds, and mud, .causing overflows on the streets and creating a conditions both unsightly and unsanitary, It Is deemed proper to quoto a few paragraphs para-graphs from the city ordinance and appeal to people concerned to take steps to conform to the same. Tlicic arc those who question the power of the city to compel a cleaning of ditches by property owners if it is true that the ordinance Is unconstitutional uncon-stitutional this would seem a proper time for the same to be established. There Is no disposition on the part of the council or administration to ask unreasonable things of any clllcn but the present dilapidated condition of our ditches would prompt some effort ef-fort to have the same cleaned up. Some of the provisions of the ordinance ordin-ance are as follows, and the same will be enforced without '.'clay: Sec. 1 All owners or occupants of property In Logan city having ditches running In front of their lots, between the street and the sidewalk ate hereby here-by lcqulrcd to make, maintain, and keep clean said ditches so that the water shall not overflow therefiom to the injury of said street or sidewalk or to the waste of said water during any period of Its allotment for Irrlga-tlon. Irrlga-tlon. Sec. 2. All owners or occupants of of property having c'ltchcs across tho sidewalks to or from their respective-lots respective-lots are hereby required to make and maintain good box culverts, or tiling of suitable slr.e, and to keep tho sanio In repair, the covering of the same to be on the same grade as the sidewalks, nnd to provide suitable water tight gates at tho ditch entrance of said culbert or tiling. Sec. :i. All owners or occupants of city lots, or parts of city lots, or farm-Ingland farm-Ingland within the corporate limits of Logan city, arc hereby required to make and keep In repair the ditches opposlto their lots, or parts of lots or farming land. Sec. 4. Any culvert or tiling which falls to conform to the provisions of this ordinance may be removed or abated by the water master of Logan city. See 5. Any owner or occupant who falls to perform, or who violates any of the provisions of this ordinance shall be liable to a lino not to exceed llfty dollars, or to Imprisonment In thoclty Jail for not more than thirty dajs, or by both such line and Imprisonment. Im-prisonment. Sec. u. Any owner or occupant who falls or neglects to properly clean any ditch within live days after notice thereof shall bo given by the water master shall In addition to tho penalty aforesaid bo liable for all costs and cx-psnses cx-psnses Incurred by this water master In properly cleaning, repairing and caring for said ditch, according to the provision of this ordinance.
