Quotas A Step Back But this does not change the fact that any quotas would be a step backward for voluntary or forced our country, a retreat for world commerce. This does not change the fact that quotas would be another factor pushing up our living costs. As Consumers Union points out, the protected U.S. firms would have no incentive to lower their prices and it asks, "Would du Pont, for example, have reduced the price of Its Corfam leather substitute by 20 per cent in 1967 if the ,Japanese had not been marketing a similar conproduct?"
