Overtlmo opportunity missed I l Recently missed an opportunity to work 2Z overtime because management would not leave a message on my home telephone recorder when they called regarding my availability. They said that because they couldn't get hold of me personally, they called the next person on the list. Is this covered by any Air Force regulation or union contract? it When management is soliciting volunteers for overtime, the normal procedure at Hill AFB in accordance with Article 11 (s) of the Local Supplement to the Master Labor Agreement and past practice, is to first contact each accessible employee in roster order to determine if they are available to work overtime. If an employee cannot be contacted at work or at home, management proceeds to the next employee on the overtime roster. This is done to ensure a sufficient number of qualified volunteers are available to accomplish the work, and if not, to allow sufficient time for management to make other arrangements. There is no basis for management to delay scheduling of overtime on the chance that an employee who wasn't available when called may become available. To do so could result in degradation of the mission and would be unfair to both management and other employees who have to make adjustments to their last-minu- te schedules. Service store closes too often The Hill AFB Service Store is closed several times a year for two weeks or more for inventory. It really is an inconvenience when we need something to do business. Is it really necessary to close so often for so long a time in order to accomplish inventory? The base service store may seem to be nl closed several times a year for inventory, but it is actually closed only twice for semiannual inventories. Though allotted two weeks, the store normally completes its inventory within 10 days. It is especially important to inventory the base service store items on a recurring basis due to their nature: high volume, pilferable and constantly handled by customers. Maintenance of accurate accountable records will help assure items in the store are available for the customers when they need them. Each base service store inventory closure is advertised at least three weeks in advance of the inventory in the Daily Bulletin to allow customers ample time to purchase needed supplies to operate during the closure. If you do have an emergency requirement during the inventory closure, you can get the required items by bringing a letter of justification signed by your supervisor. If you require additional information, please contact the base service store at Ext. 73103. k Smoking in government vehicles My job requires traveling in government vehicles to and from jobs. It seems like is there always somebody who lights up a cigarette. Unlike those who complain about smoke in their offices, I can't get up and walk away from it. On warm summer days when the windows are down, the smoke and ashes blow in my face. In the winter months when the windows are closed, I'm definitt.y trapped in the smoke. What is the policy on smoking in There is only one regulation in the vehicle transportation series that covers smoking in a government vehicle. That regulation is Air Force Regulation 77-Chapter 13, Page 13-Smoking, Eating, and Drinking. It states, "The use of tobacco and alcohol reduces your ability to see. Eating and smoking impair your senses. Never eat or smoke when operating a vehicle, and don't drink alcoholic beverages eight hours prior to or when driving." This quote does not address the passengers in the vehicle, only the operator. However, it has long been base policy that when vehicles carry multiple personnel (more than one), the vehicles are treated as- any other areas unbase facility and become less, posted to the contrary. My wife got a parking ticket because there w as no parking in front of our house. Can't they do something to improve the parking situation around here? If they are going to ticket residents, then they better start issuing tickets to all those people who park illegally at the ball park. I Jrft The limited number of parking spaces in Area C continues to be a problem. The security police are checking the no parking areas to see if any spaces can be changed to valid parking. Meanwhile, I ask the cooperation of all housing residents and their guests to obey all traffic laws for the public's safety. Your concern about vehicles parked by the baseball diamonds is valid. There is a large parking lot south of the ball fields for participants and observers. The other areas are posted as no parking areas. If you call the security police, they will respond and take appropriate action for the parking violators. When I took them to the K-- section we were told they had to cancel it because security police were unable to support it. However, TSgt. Dan Stoops, even though he didn't really have the manpower or means to do it, talked to the boys and put on a show the best he could at the time because the dogs were somewhere else on the sports representatives. 9 base. He deserves a big round of applause from me and the Boy Scouts and this base. I just want to say thanks to his staff and let you know what a very fine sergeant he is. Thank you very much. The K-- section within security police prides itself on being totally professional It doesn't surprise me that on short notice Sergeant Stoops could provide an informative and interesting demonstration. I have passed on your comments to his commander and he will receive recognition for a job well done. Why salt roads? The South Gate road was repaired, but they stopped the repairs where it seemed to need it the most. The concrete portion of the road where repairs ended was the worst road on the base. Why didn't they repair that portion before other roads that weren't in as bad condition? I would also like to know why they put salt on the roads when it snows. It tears up our roads and ruins our cars. The city doesn't normally put salt on their roads and the roads are usually OK just from driving on them. Why don't they eliminate the salt and save our roads and cars? 9 I would like to thank Bill Loe, who is the Quality Program person for customer service. I asked him for a copy of a position description we could use for our quality program. Not only did he send me copies of many position descriptions at various grades and series, he sent me the diskette and corresponding work plans also. This person not only went out of his way to help us, but provided us with more than we expected. If this is what quality exemplifies, which is helping the customer by going more than the required distance, then I applaud him in his belief and in his work. I would just like to send our kudos to Mr. Loe, and tell you I find he is a credit to the quality program. Thank you. Your appreciation, as well as that expressed by others, was passed to Mr. Loe. Leaky cooler creates slime pool The swamp cooler on the west side of Bldg. 1227 has been leaking water all summer, to the point that slime is growing in the water across the alley way. Several people have slipped on the slime. In order to conserve water and prevent an accident, could we get the leak fixed? I I share your concern for the roads at Hill AFB, as these are the means of safely transporting base personnel to and from their work areas. Decisions on which roads to repair are based on annual inspections by a pavements engineer, amount of traffic and costs for the repairs. That section of Second Street does not receive as much traffic as many of the main base arteries. Although it is rough, it is technically sound and not in immediate danger of failure. Our base civil engineers are currently considering several different methods of repair and have included Second Street in the base five-yerepair plan. The repairs will begin as soon as ar funding permits. Until then, we will continue to perform minor maintenance and repair. We salt roads during severe ice conditions where absolutely necessary. The ratio of salt to sand used on base is typically the same ratio used by neighboring municipalities. The salt has a minor adverse effect on the road surface, which is offset by the increased safety. Vehicles unfortunately also are affected by the salt and should be periodically rinsed or washed to pro- tect them. Water conservation a concern I have noticed the grass on the east side of Second Street is watered several times a day. The watering seems excessive and sometimes the water is mnning down the gutter. Why are we using so much water to keep one small area attractive when we should be conserving water? If beautification is the goal, couldn't the grass be replaced with decorative rocks?
