Over half tbo tlmo they' nro shut down waiting for tho water to back up in tho canal beforo tho wheels can bo turned. Tho water at tho Logan river riv-er bridgo Is lower than it has been In years. Just enough Is let go down tho river channel to supply water for tho fish. Tho shortago has been no-tlceablo no-tlceablo since the closing of tho state dnm. Two reasons nro advanced advanc-ed for tho low water. Ono is that tho water Is sinking through tho gravel bank which forms tho west wall of tho dnm and tho other Is that tho water in all probability Is used during tho night tlmo by tho now power plant to dovolop power and Is stored during tho day tlmo.
