Show Kanab Is Utah State Capital by Jayne Sanders (1st in a series) "Education, the economy, and efficiency in government were and still are the greatest challenges that Utahns face", remarked Governor Norman Bangerter at the press conference held last Thursday when Kanab was the State Capital for a Day. Governor Bangerter, Ll Governor Val Oveson, their wives, and staff were touring Kane County and visiting with local officials as part of their "State Capital for a Day" program. They began the day in Kanab by meeting with the Kane County Commissioners at the county courthouse, followed by a meeting with all local government officials. Governor Bangerter then visited the high school, while U. Gov. Oveson went to the middle school. Their wives, Colleen Bangerter and Emilee Oveson visited with children and staff at the elementary school. The Kane County Area Travel Council sponsored the luncheon at Territorial Inn where Governor Bangerter spoke on the future of Utah. Education and taxes seem to be the "hot" issues right now and the governor is well aware that not everyone is pleased with the current situation. He said, "I know that I have made some unpopular decisions and they are unpopular with me also. But they are necessary. Seventy percent of the state's budget goes towards education, another 18 to 19 goes to social services, health, and corrections with the remaining 1 left for everything else." Utah has the most lchildren (percentage wise) in education and - we spend the alt 50 states, he said. When the governor and LL Gov. took office, 63 of the budget went to education. That has been raised by 7 in almost two years. "It is -- always challenging when reducing expenditures and raising taxes. That's a bad combination. It's not a happy prospecL The question is how are we going to . meet the education needs if we don't provide the necessary funding," stated the Governor. State income tax adjustments were necessary because the current system was established in 1973 and inflation caused shifting of the tax burden to lower income taxpayers. They returned to Kanab for a Republican Party leadership meeting, where they discussed future plans. The Governor and Lt. Governor then held their Open door meeting, where local time with citizens get the Governor to discuss whatever bipartisan vote. When asked about changes, he replied, "Low income families will receive a tax break and we'll drop off about 80,000 taxpayers from the income tax over the next two years. The average family won't start paying tax until they make $12,000 income, while now it's about $7,000. . "A married couple's deduction increased from $2,000 to $5,000, and a single person's deduction went from $1,000 to $3,000. (Next week: on More the economy and govemmenL) City Moves for Immediate Occupancy of UP&L System - A motion for immediate occupancy of Utah Power and Lights electric system within Kanab City has been filed. In their March 10 meeting, the City Council instructed City Attorney David Nuffer to proceed with the action. According to Nuffer the motion shows that the city is ready to get into the power business and has done the necessary work to do so. The final component of that work was a report on the value of the system from Blaeser Engineering. The independent firm placed a $1.1 million price tag on the system while UP&L values the system at $1.4 million. Nuffer said the City will only take what makes sense to operate a power company. The way we reported Judge Tibbs decision on a Utah Power and Light case against the city made it appear that UP&.L had won the case, when in fact it was just the opposite, the City was the winner. As we spoke with employees in the city office we understood what had happened, but in the last minute rush to make deadlines we reported it wrong and apologize for that We were quickly corrected by a member of the city council and also by the city attorney. A letter from the city atomey on page two of this paper will clarify exactly what happened in this case. Attention music lovers! Local talent from Kanab, Orderville and Page, including a brass ensemble from Valley High School and the Kanab High School chorus, voilin, cello and piano performers are practicing hard to present an exciting variety of Baroque music from the 17th and 18th century at a recital on Monday, March 23, at 7 p.m at the Kanab High Auditorium. The recital is to help raise money to be applied to the debt owing on the beautiful grand piano in the auditorium. Students will be selling advance tax deductible tickets or donations may be offered at the door. Everyone is invited and urged to take advantage of this outstanding entertainment regardless of your ability to donate. Results of a joint city and county planning commission meeting were presented by Dr. Avnish Pandya. The meeting was held to review possibilities of annexation of surrounding areas. Kanab Creek Ranchos is the main concern and has been for some time. Mayor Paul Jenkins said he would like a feel for residents preference of annexation before the City 'efnb'arkVbn 'a plahi Dr. Pandya said that the joint planning commission would attempt to find that out through petitions and the results will be presented at a later date. A subdivision improvement agreement with Golden Circle Tours was entered into for properties adjacent to the Kanab Golf Course. In final business: The council approved a commun-developme- ' plan and , street-:- Superintendent Harry Grafe announced Friday that it has been administratively determined that residents living in or near several to Zion communities adjacent National Park will be allowed to pass free through Zion for purposes for at least the balance of the calendar year. Grafe emphasized the point that this only gives the person who qualifies the privilege of driving straight through from one entrance to the other. Anyone driving up into Zion Canyon or using park facilities other than the road through the park will still have to pay an entrance fee, Grafe said. The details of working out the administrative implementation of this policy are now being addressed. Those people inquiring about the situation local area will have their questions answered by the Park Ranger at the entrance station, Grafe said. We will try not to inconvenience anyone more than is necessary to process the issuing of a permit. This year we will be honored to have Bruce Lindsay, Anchor, KSL-TNews, as the Master of Ceremonies for the final program at 7:00 p.m. Beginning at 5:00 p.m. on April 2, 1987, a banquet will be held to honor the Southwest Utah Sterling Scholar finalists and their parents andor guardians. The Master of Cermonies for the banquet will be Mark Barton, Admissions Director at Southern Utah State College. Jackie Nokes, Community Education Liaison for KSL Television and Radio will be the guest speaker at the banquet. Kanab City Is presently petitioning the Sixth Judicial District Court of Kane County for the deed to its streets. In the 1880s when the Patent for the Kanab Twnsite was issued, the deed to Kanabs streets was vested in the probate judge. When Kanab was incorporated, the probate judge in office failed to deed the property to Kanab City. Consequently, title to Kanabs streets rests in the existing probate judge of Kane County. In order to regain title to its streets, Kanab is bringing this action.
