Corrections officer receives award Among the many honors given out by the Utah Department of Corrections May 4, Lt. Valeen Horrocks of Daggett County received re-ceived the Roger B. Jones County Corrections Award. Lt. Horrocks has been instrumental instrumen-tal in orchestrating the events that made the Daggett County Jail a success. The jail has been open since Nov. 2, 1998. She has been the director since its opening. "My greatest joy in this job is seeing someone make parole, start over and make a good life," she said. "With experience and skill she has balanced the security, maintenance, mainte-nance, programming and educational educa-tional needs of a new facility," states her award. "She has gone the extra mile to find and initiate without with-out compromising her attention to the details needed when opening a brand new building. Her interpersonal interper-sonal skills, passion and understanding under-standing have enabled her to deal with inmates needs in a positive and professional manner and avoid many conflicts before they could become real problems." The Roger B. Jones County Correction Award is presented to an individual in recognition of outstanding out-standing achievement, service and contributions to county and state corrections. Airline tax revenue to be cut The evaluation of Uintah County will likely decline $44,479,922 due to a recent Utah Supreme Court ruling rul-ing that the county cannot lay claim to part of the $6.7 million assessed the airlines in Utah. The ruling last Friday will likely mean new regulations from the Utah Tax Commission that the airlines air-lines taxes will go to Salt Lake City and its school district. Total loss in collected revenue to Uintah County, according to 1998 assessments, would be $148,019. The Uintah School District stands to lose about $186,000. The real losers however will be all the property prop-erty taxpayers in Uintah County. "Rates will likely be increased to generate the same amount of mon ey as last year," said Uintah County Deputy Clerk Mike Wilkins. The two Salt Lake City taxing districts have tried for years to convince con-vince the tax commission that other jurisdictions should have no claim to the airline tax revenue. The two complained other cities, counties and districts were getting $3 of every ev-ery $4 in airline tax collected, although al-though the planes took off and landed within Salt Lake City. In a unanimous decision the Supreme Court decided that the city and district had the right to question ques-tion the constitutionality of the Tax Commission's distribution of the money. It said the lower court had jurisdiction on the matter. It also said the present rule is unconstitu- A MUST-SEE FILM! tional. . "An airplane passing for a few seconds or minutes at thousands of feet in the skies above a taxing entity enti-ty simply does not create the sort of tangible or substantial contact required re-quired as a threshold for constitutional constitu-tional jurisdiction to tax," said Chief Justice Richard Howe in the decision. "The basis for taxation in any context assumes a rational relationship relation-ship between the tax collected and the benefits' or services profited by the government," he added. The Tax Commission will rewrite the rule based on the court's decision. deci-sion. The ruling will also make Bill 399 passed in the 1999 Legislature, unconstitutional.
