Support Senior Citizens programs To the Editor: Alittle over a year ago I was asked to chair a committee to reach out to senior citizens (those over 60 years of age) and encourage all to either take advantage ofthe facilities and services available, or to help give leadership and direction to make quality programs available to those who do need them. I confess that others have done more than I to achieve these goals. You see, I am among those who are not sure I am ready to call myself a senior citizen not yet that old." Only in my middle sixties, recently retired, and in - reasonably good health - still running a farm, and still able to provide my own entertainment, Ive sometimes doubted that I needed the senior organization and senior support. But since becoming a board member in our local organization, I find it to be a program that has a great deal to offer to all citizens of Ephraim, a program worth of our support and involvement. Let me explain. First, the foresight, generosity andhard work of Ephraim City Councils (past and present), Sanpete County Commissioners (past and present) and numerous devoted and motivated citizens have already done much to create a program. We have a quality building (have you been in it?) which can be used by seniors and others. We have game rooms, a conference room, an activity room, and a kitchen.' The area is next to the Pioneer Memorial Park, and has good paved parking space. Then we find the utility usage fee is being used to balance the Tower Departments Budget. Im having real credibility problems with just this part of the project. Now let me tell you how it really is: Snow College is expanding really fast. The tity needs to grow to support this. If the tity limits expand, so does the COST OF SERVICES. Expansion must occur within the tity limits. have two vans that can be used to transport groups or deliver meals, or other goods, to those in need. Our officers and board sponsors educational, cultural, and entertaining trips; they sponsor dinners, breakfasts and programs. They arrange professional counseling on legal, financial issues, andhealth. They provide congregate meals, assist in commodity distribution, and organize telephone calls and visits for those needing support. And who are the THEY who do all this? They are yourneigh-bor- s and friends, who donate theirtime and talents. Contrary to some opinions, there is no open pipeline of federal dollars to provide these programs. These are some such dollars, mostly to support nutrition programs, but even those funds are declining. Most of the support comes from people like you, either through a supportive tity and county government, or through direct donations of time and money, and sometimes g activities through like our dinner on September fund-raisin- the Editor: In the Ephraim City meeting, regarding the roads, the Irrigation Company was criticized for cleaning the ditches. The Irrigation Company cleans the ditches to get water to the shareholders, and to keep from flooding the streets. Very little water was on the streets during the high water season we had this year. The Ephraim Irrigation Company was incorporated in 1920 by the city to relieve them of some of the work, and the articles of incorporation and bylaws were organized. One of the articles says, The intention of this provision is that the tity of Ephraim shall not be relieved of any statutory duty in the control of the water courses leading to the tity and within the city of Ephraim in thematterofprotecting the lives and property of the people; and further, that this provided cor- poration shall not take control of the tity water ditches as now defined by the ordinances of Ephraim City so as to relieve the general fund of the tity of Ephraim from the cost or excleanpense of the of the ordinances (Revised ing. of City Ephraim, 1917, Chapter 33, page 147). And provided further, that if it shall be necessary, after the spring annual cleaning of the creek by the tity of Ephraim, to remove from the creek bed, boulders, rock, earth, semi-annu- al wood or other material deposited by reason ofhigh water, the expense of such leaning or removal of material shall be paid 12 by the city of Ephraim and 1 2 by this corporation. In the spring, I have men go down the creek and take out the trash and get a backhoe where it is needed and the tity pays half. Ditches have the priority over everything. They cannot be done away with, without the consent of every shareholder. So the question is: what do we do with the ditches in planning the new roads? One solution I can see would be to use pipe, which is very costly, a nd would probably fill up with gravel in high water. The only other way would be to make cement ditches, which would also be costly, and would be a liability for the tity. Any time you change something like that, it causes a liability.
