A Lehi man was charged with driving under the influence of drugs and a juvenile passenger in the car was referred to court for possession of marijuana. Mayor Bill Gibbs told the audience that the council would not be making any decisions that night, but would have to hold several work sessions. At the council's new work session meeting, scheduled for the first Tuesday of each month, the first printed agenda for the March 4 meeting listed "Saratoga update-a- s an agenda item. In an amendment received Monday afternoon at the newspaper office, that item had been removed from the city business portion of the agenda. Staks explained that the origi nal proposal called for the annexation of more than 5,000 acres, but decreased that number by request of the City Council. He also felt that with Lehi City changing the stipulation regarding the transfer of water rights where water rights can be deferred until a landowner elects to develop propannexation was less of a erty burden to people. "That contribution was and is a concern to a lot of people," he said. "The way it's structured now is that it's not punitive to up-fro- into the city." According to Staks, the development is designed for 1,750 homes, although current zoning would allow as many as 2,500 homes.
