Though the three commissioners com-missioners are from the Fifth ward and the other wards of the city are without voice, which of itself has led to a feeling that there Is not tnV i 'ght balance of representation, the i most serious objection is to the lail-j lail-j ure of the law to provide for the Initiative and referendum, and, above I all, the recall At Governor Spry's re-j re-j quest those provisions were eliminated elimina-ted from the bill as It passed the leg-i leg-i islature, the governor holding to the ; opinion that the commission form of I covernment should be tried at least one term without the recall When the measure passed, the Standard said the omitting of the provisions for popular censorship of the acts of the commissioners was a mistake, and we still are of that opinion.
