Christmas tree permits to be issued Individual permits to cut Christmas trees will be available beginning Friday, Nov. 5, at 8 a.m. Permits will be available from 8 a.m. to 5 p.m. Monday through Friday at the Hcber Ranger District Office, 2460 South U.S. Highway 40, Hcber City. They will also be available 24 hours a day, seven days a week at both Heber City 7-Elcven 7-Elcven stores located on Main Street, and from 8 a.m. to 5 p.m. Monday through Friday at the Uintah National Forest Supervisor's Office, 88 West, 100 North, Provo. Cost of a permit is $5, with a limit of one permit per person. To purchase an additional permit for someone else, bring a signed note and a valid identification card (for example, a driver's license). Christmas trees without tinsel or flocking may be recycled this season after January 1, through the Heber Ranger District Office. Further information on permits or recycling trees may be obtained by calling the Hcber Ranger District at 654-0470. Opponents say the move could have a devastating impact on Tahoe area residents. "These initiatives pull the rug out from the elected process," said Larry Hoffman, a Tahoe City attorney wno rpnrwnt! manv clients on property rights issues. It s a knee-jerk response that is grossly irresponsible, driven by a group of wealthy people. It is asinine to believe everyone in Placer County is a land use expert." But Save Our County members who wrote the petition say everyone should have a say in how their county grows, and the initiatives are essential for preserving the rural, hometown nature of Placer County. Save Our County was established earlier this year by a group of citizens concerned with the direction the Placer County General Plan is taking toward the construction of new communities, said Placer County Supervisor Rex Bloomfield. But the Army Corps of Engineer said the town had not proved that destroying the wetlands was an appropriate course to pursue and has held up the project, setting back construction by a year. Now the plant expansion is scheduled to be started in 1995 and completed in the fall of 1996. The existing sewer plant, however, is expected to reach its capacity in the summer of 1995. Army Corps project manager Chandler Peter indicated that the latest design satisfied the Corps. McLaurin said he expected the state Department of Environmental Quality and the Environmental Protection Agency to approve the design. The one-year delay and additional S30.000 the town has had to spend on its redesign is not unusual when dealing with federal agencies, Jackson officials say. "It's just something that takes a great deal of time," said Roger Jacobsen, part owner of the town's project engineering group, Engineering Associates of Cody. The town chose an alternative and "did not discredit any other alternatives," he said. Telluride Hmes-Joumal Telco, Feds reach new wetlands agreement The long awaited settlement between the Telluride Co. and the Environmental Protection Agency has reportedly been signed by the EPA and the Department of Justice and filed in federal court f i; I" j i The settlement, which calls for Telco to pay a $143,000 fine and restore roughly 42 acres of wetlands, should bring to a close the three-year-old conflict between the resort developer and the government over the ski company's alleged abuses and violations of wetlands regulations. The EPA was unavailable for comment, but Brad Miller of the agency said representatives of that agency plan to come to Telluride to answer questions and solicit public comment sometime during the next few weeks. After a month-long comment period, a federal district court judge will rule on the settlement and decide if it needs any changes. The legal battle stems from the filling in of wetlands during the early days of Telco's Mountain Village development. The EPA alleges that Telco filled in about 40 acres, while Telco admits to having illegally filled in 27 acres. Dummy animals aid in nabbing poachers Slob Hunters, beware of the things you bump off in the night The Idaho Department of Fish and Game has implemented an aggressive anti-spotlight hunting campaign in the Wood River Valley, and so far seven would-be deer killers have been nabbed. This year IDFG is employing four fake deer and two fake elk to lure night hunters into taking a shot in the dark. It is against the law in Idaho to use lights to stun deer or elk while hunting. According to local IDFG conservation officer Lee Frost the full-sized fakes, equipped with radio controlled heads, are a big hit. "We're starting to use them a lot," Frost said. "We've written seven citations in the past week." Frost said the success of the fake deer and elk could mean trouble for the real things. - "There are a lot more people shooting these things than we thought," Frost said. "Maybe we're losing a significant number of animals at night through this type of activity." Last year was the first year IDFG used the fakes in the area, but Frost said the program is in full gear for the first time this season. Frost said IDFG is working in teams of four to catch the night-time shooters. Jackson Hole News New sewer plant will avoid enviro conflicts A redesigned expansion of Jackson's sewer plant will not encroach on wetlands and should be approved within two weeks, Jackson Town Administrator Bob McLaurin said. The plant will be less efficient than if it were built on eight acres of wetlands, but changing the design will avoid additional delays, he said.
