pointed out will lie be the same same us its that for the regular army exclusive of reserve rioted periods and no person can bo be enlisted for tho the volunteer forces who Is g not effective and able bodied and who la Is not within tile ages stipulated for or that service under the law as it exists at the time of the presidents call neither can any man be enlisted who does not speak the english language while persons under eighteen years of ago age can be accepted only with tho ilia signed approval and consent sf of the parent or guardian of that recruiting rendezvous and depots the war college continues with a view to recruiting and maki tattling all organizations of tho the land forces as near their proscribed prescribed strength as practicable tho the necessary rendezvous and required not bo be furnished from the above nuovo classes tho the war department will give civilians locking lacking in actual military military experience an opportunity to appear for examination to
