The system gives the missiles virtually unlimited range. The U.S. has no similar capability. . . . The Soviet Union now has an unsurpassed, capability to conduct chemical warfare. Secretary of Defense Donald Rumsfeld has termed this capability particularly worrisome since we do not possess a similar capability. The Soviet. Union has 4.4 million active mcmbeis in its armed forces and 6.8 million reservists for a total of 1.2 million. The U.S. has 2. million active members of the armed services and 1.8 million reservists, including National Guardsmen for a total of 3.9 million.
