EXCLUSIVE TO SPOTLIGHT By Mark Lockman The radicals of the Department of Health, Educa- tion and Welfare may soon require businessmen to hire a quota of homosexuals, drug addicts and alcoholics. Under a proposed affirmative action program, federal contractors would be saddled with mandatory quotas for the hiring of undesirables. The HEW trick would be achieved by changing the definition of handicap. Even though the regulation is designed for federal contractors, many businessmen fear that they will be sued as a result of the regulations on the grounds that they have violated somebody's civil rights. American Way Features An organization which specializes in helping industry comply with federal regulations, Compliance Associates, sent a letter to many big contractors doing business with the federal government. The letter, signed by Compliance Associates President James Revard, said, the White House Conference on Employment of the Handicapped is scheduled for next year, and will likely bring in its wake increased demands on federal contractors., Complicating the problem is the matter of definition of a handicap. HEW is now attempting to determine if the definition of handicapped should include alcoholics, drug addicts and homosexuals. Revard warned the contractors that immediate action might avoid the worst aspects of the regulations. "Now is the time to get into compliance while . it's almost always, has taken the form of giving to one group some advantage over another group. Eventually almost total slavery has been forced on the majority by a small minority. Even the small minority then lives in partial slavery through constant surveillance by the secret police of the government. ' The ultimate example is a one man dictator who controls the secret police. Every other person is a slave to a greater or lesser extent. The world is full of people who do not want to rock the boat. They have no strong convictions about anything. However, history proves that this group of people, even if they inherit seats of power, do not cause things to happen. Those with strong attitudes are the movers, whether they be right or wrong. Those who insist on a position of neutrality sit on the sidelines and watch the world go If they happen to be by. politicians, they vote for the president's program" instead of thinking for themselves. They try to enact programs which will get them the most votes, whether right or wrong. If they are religious leaders they tickle the ears of their congregations with only those things which are pleasant to hear. Instead of preaching the truth, they try to fill the collection plate. If they are educators, they do that which will get them the most federal aid. The three groups above are only examples. Anyone who takes ... certain options are still open, Revard said. The new guidelines will be a part of the federal Affirmative Action program which sets quotas not only for the federal government, but also for many state, county and local governments. The purpose of the program was originally designed to hire more Negroes, regardless of qualification, for various jobs.
