Explanation of new uniform tax rates for vehicles Passenger vehicle owners whose registration is due in January will receive the first wave of renewal packets reflecting a change from Utahs ve- hicle property tax to a new sliding fee that is based on the vehicles age Also, owners of newer cars, trucks and mo- torcycles should be aware that, beginning Jan. 1, safety inspections will only be required every other year, until the vehicle is five years old. On the fifth year, and each year thereafter, annual safety inspections will be required. Annual emission inspections still will be required for vehicles registered in Utah, Salt Lake, Davis and Weber counties. That means: new cars, which previously were exempt from property tax in the first year, now require payment of the fee with the initial registration, and, the fee is due on cars that are registered more than once in the same year (i.e. a car with current registration that is sold and then by the new owner). Because the new fee is not based on the vehicles fair market value, it is not tax deductible for federal income tax purposes, as is the 1.5 percent property tax. Cars, trucks and motorcycles are required vehicle must have a safety inspection when it is registered in 1999. They love the holidays because they are short-daplants that require long nights to launch their color change. The colorful bracts of these plants are leaves, not flowers. The flower buds are the red or green buttons in the center of the bracts that open to a small yellow flower. Healthy poinsettias have dark green leaves below the bracts and foliage all the way to the base. Protect the plants from freezing temperatures, especially when transporting them.
