Mexico's 2000 presidential presiden-tial election was the first truly democratic one in a century and brought great hopes for long overdue reforms. re-forms. The reality is that gridlock won, not a presidential presi-dential candidate, as all three major parties resisted resist-ed any attempts at reform and cooperation. Huntsman, Jr. Our State has been discussing dis-cussing ways to modernize our antiquated tax system for several years. These discussions by tax advisors, legislators and academics academ-ics have led to a number of substantive changes to the sales tax and the corporate cor-porate income tax systems. And the International Institute for Management Development ranks Mexico Mexi-co 56th out of 60 countries in competitiveness. On top of this, the Mexican government is unable to cope with organized crime and powerful drug cartels which are increasingly undermining Mexican society, so-ciety, border security and US-Mexico relations. One of the Mexican institutions insti-tutions in greatest need of reform is Pemex, the government-owned oil monop vidual income tax system proposal is the culmination of this process. Under the dual tax proposal, pro-posal, each taxpayer can choose to remain under the current tax system, with all the current deductions, credits and exemptions or choose a flat tax rate of about 5.3 percent on adjusted adjust-ed gross income. This will provide a means for giving targeted tax relief while ensuring en-suring that no one sees tax increases. Utah's individual income tax system is in need of reform re-form in order for our State to remain competitive both regionally and nationally. EDITORIAL What about your teen's driving? How often do you see teenagers driving too fast, talking on their cell phone or with a car full of other teens, all of whom have other things on their minds besides obeying the laws of the highway? Our street is a good example of teens driving too fast. Every morning and every afternoon it becomes a speedway as high school kids use it to get to the school. . A piece in the August Reader's Digest caught my eye. It seems that two Los Angeles moms have created a bumper sticker program designed to monitor their kid's driving habits. , For $60 a year (at 18664RTeens.com) you get a sticker stick-er with a number that drivers can use to identify your car when they call. One of the smart moms is Debbie Schwarts. Her 16-year-old daughter knew the rule and broke it by giving giv-ing friends a ride back from a basketball game. How did Debbie find out? A stranger saw the bumper bum-per sticker on the teens car that said: "How is my teen driving? 1-8664-R-Teens." A day later, Mom Schwarts got an e-mail report that said: "Black car full of teenage girls cut gentleman off. Were too preoccupied with conversion to heed his horn. Nearly clipped him." Wow, how great is that! It seems that Schwartz then had a chat with her daughter and now the teen is aware that people are watching her, and she is driving more carefully. We should all have some way to identify teen drivers and help them to see the importance of driving safely. When we see the number of teens on the Springville Police Report this week cited for underage consumption consump-tion of alcohol, we also wonder how many of them are driving when they are drinking? A study done by researchers at Johns Hopkins University Uni-versity in 2000 said that a 16-year-old driver with one passenger is 39 percent more likely to be involved in a fatal accident than if he or she were driving alone. And with two passengers, the risk factor goes up a whopping 86 percent! j What can we do to get our teenagers to realize the importance of driving safely, of wearing their seat belts, of not using their cell phones while driving, of turning their music down to a level that they can hear an emergency vehicle if it approaches, of obeying the speed limit, of not eating while driving, etc Maybe we need their home phone number on the back of all teenager's vehicles. ing, 127 W. 700 South 1, Springville, and Seth R.
