In a scenario that has undoubtedly occurred in other cities, people repeatedly complained to the Roy City Council that posting one agenda in city hall was an ineffective way to notify citizens about What is happening in their city. With 22,000 potentially ihterested people, they suggested there should be some method to reach residents more directly. i Advance of knowledge agendas is critically important if people have strong feelings on an issue. It takes time to prepare an effective presentation either supporting or opposing proposed legislation. And it takes time to mobilize people who have a vested interest in the issue scheduled for discussion. ; A Although Roy has fulfilled legal requirements that specify posting of agendas not less than 24 hours in advance of. city council and planning commission meetings, it is an unsatisfactory solution. The agendas must be posted in only one public place, city hall. After grappling with admittedly valid complaints, Roy City Manager Richard Kirkwood has developed a commendable idea. It is cost free and enables citizens to find out what is on the agenda simply by making a phone call. Kirkwood plans to record city council agendas on the Friday before the council meeting. Roy residents can call city hall after 5 p.m. on Friday to hear the taped message. It will be available from 5 p.m. Friday until 8 a.m. the following Monday when city hall again resumes working hours, as well as the Monday night prior to the meeting. Plans are to use the tape in Mayors Power Being Abused? a variety of ways such as recording matters of high public interest on the citys planning commission agenda, recognition of civic group ac- -, ' tivities and promotion of city events like Roy Days. Although taping agendas is a vast improvement over current notification procedures, it still does not give citizens much time before council meetings to make plans. One possibility is taping dates of public hearings as soon as they are established. An informed citizenry is the best insurance policy a democracy can carry. Citizens who intelligently contribute to governmental decision making processes help improve the quality of the laws that govern them. Roy Review Editor: A recent example of Norm Sants use of his mayoral office in offering to hire a convicted sex offender is another indicator of a serious power balance problem in Davis County. Even if Sant may legally hire or fire whom he pleases, citizens must ask whether mayors should wield this kind of power. Citizens must also ponder whether we want convicted child molesters to be continually set free among us. There seems to be almost a conspiracy among the powerful, element in male, Davis-Webcounties to shove the child molestation issue back into the filthy closet we recently dragged it from. It has been Roy Citys policy to pay for what you use. Recog- nizing that these three areas require additional sewer needs, city officials mandated (under state law) that special sewer service districts be established and additional sewer fees be charged.
