It is expected that the constitutknal cocveiition will complete the declarations declara-tions of right this evening. It discussed yesterday in committee of the whole, the law of libel, -the taking of private property for municipal, corporation and private use, and the desirability of encouraging the investment of foreignlcapital in Utah.in all ten articles 14 to 24. An attempt was made to suspend the rulss and crowd the article on elections through. This was the work of the friends of woman suff age. Mr. Boyer presented a petition from Frank C. Leonard and twenty others, members of the Christian Endeavor society so-ciety of Springville, asking for the submission sub-mission of the prohibition question, and Elias Morris presented a similar petition, signed by Edward Dalton and one hundred and two other citizens of Parowan. The convention passed a resolution sympathizing with the Wyoming sufferers suf-ferers and ore day's salary was devoted de-voted to the relief of the wives and children of the deceased miners. After the committee of the whole arose, Chairman Lund of the committee, commit-tee, on accou'i's and expenses announced an-nounced that blanks for mileage youchers had bef-a provided by Secretary Secre-tary Richards, and that upon their presentation to Mr. Richards, duly executed, ex-ecuted, the mileage accounts would be paid. Secretary Richards yesterday received a treasury draft for $20,000 a3 the first installment of the convention appropriation. Two sessions daily will be held hereafter. |
