Show THE DEMOCRATIC ADMINISTRftTION I I APPROnCio AWKWARD SITUATION I Correspondence The Sun. m H WASHINGTON, D. C, Nov. 22. Tho democratic ndministrn- B, . jM tion is approaching a very nwkward situation. There nre on the ' H H docket of the United States supremo court the socnlled G per cent . K' H rebate cases. They involve a tremendous' sum in customs rev- ' I H enues, loosely estimated at between fit teen nnd twenty million , B, H dollars, collected under the provisions of the Underwood tariff law. Hi f -H On the court's decision hangs the fate of these millions. B, H If tho supreme court upholds the 5 per cent rebate provision ill , K. H the Underwood law, then the sum in dispute belongs to the for- He. H eign importers nnd must be paid back by the government. Tlio i flpt iH treasury deficit Ions: ngo became alarming. If this enormous ad- i W' H ditionnl sum hns to be paid out, it will still further emphasize the V H failure of tho democratic fiscal policy. ft; H On tho other hand, if tho supreme court decides that tho 5 per H H cent provision of the Underwood law is Invalid, tho highest court K H in the land will hnvo convicted the democratic congress of a humi- ' n H linllng blunder and still further emphasize its record of legislative UB,, j inefficiency. : V CH The fact that the attorney general, in order to save the revenue W H involved, is attacking the validity of the law congress worked six i V H months to pass, makes the situation still more complicated. From 1 . H a political standpoint, the best thing thnt could happen to the dem- j H ocratic party in this case would be to have a decision go over until f W? H nftcr election. ' W --H Whether or not this happens depends largely upon the time the ! W. fH case is heard. It is up to tho government to tnko the first step to i 1 H advance the date of hearing. Litigants on the other side of the ' H case have complained bitterly over what they term unreasonable I 'K , YH delay, and for weeks have been urging the government to move , BL v tH more quickly. ( E& ' H Mennwhilc, regardless of when the henring may be held, dem HP H ocratic leaders aro wondering what can be done to offset the nt- ' H tack that will bo made on their fiscal policy on the one hand, and K. ,. jM their legislative efficiency on the other.
