Show 1 Wednesday, December 28, 1977 Page 3 Silver Bell Apartments Await Engineer's Report The Park City Planning Commission will study a site evaluation and await a recommendation from the city engineer before making a decision on the proposed Silver Bell apartment project. Plans for Silver Bell call for three four-plexes to be built on 56,000 square feet of land west of the 1200 block of Lowell Avenue. The site was examined by Jim Rogers of the Utah Geological and Mineral Survey but his report was not received until just prior to the Planning Commission's Wednesday night meeting and the commission com-mission members had no time to study the document. The report states that "with proper compaction control" the soils on the proposed building site are "usually suitable for structural struc-tural foundations." However, it warned that "the site is located on a slide area. Although the slide appears ap-pears to be presently stabilized, modification could trigger renewed movement." The report also cited a "need for adequate drainage control to protect homes and property downslope..." Engineer Jack Johnson told the commission, "The analysis is very accurate." He said there were problems on the site which had to be dealt with but added, "We know that and we say we can take care of them." "We're positive we can build on this site," he said. "There's nothing on the site we can't solve." City Planner Dave Preece said his main concern was the slide activity which had occurred in the area in the past. "It isn't the soils that bother me, it's the presence of that past landslide," Preece remarked. Planning chairman Burnis Watts recommended that the commission make no decision on Silver Bell until it receives a recommendation recommen-dation from city engineer John Probasco. "I think we should get his recommendation before we grant approval," Watts said. "I don't foresee any obstacles ob-stacles if the city engineer has a positive recommendation." recommen-dation." City Councilman Steve Dering, the council's liaison to the commission, suggested that the project could be approved with the stipulation that authorization from the city engineer be obtained before a building permit is issued. This led to a heated exchange ex-change between Watts and Dering, with the chairman saying it was the commission's com-mission's responsibility to insure the safety of projects before approving them and Dering countering that the commission would be spending spen-ding unnecessary time acting ac-ting as a middle man between bet-ween the city engineer and the developer. At one point, Watts suggested that Dering turn his liaison responsibilities over to another council member. "If you're so concerned, why don't you get someone else over here," Watts said. "I am concerned, maybe that's why I should be here," Dering replied. As the first directory published in Utah in 1978, the Heber City Park City book is the first to carry the attractive attrac-tive new cover. On the back cover is a map with different colors for the five time zones in the continental United States and Canada. Area codes for each state also are listed. Delivery is scheduled January 11-16.
