PUBLIC NOTICE OF INTENT TO STABILIZE BROWN DUCK AND ISLAND LAKES For High Uinta Wilderness Lakes Stabilization Project Notice is hereby given that the Ashley National Forest is processing an application appli-cation for a special spe-cial use permit filed by the Department of the Interior's Utah Reclamation Mitigation and Conservation Commission, The application was filed to obtain authorization to stabilize three of thirteen high mountain lakes planned for stabilization sta-bilization in the High, Uintas, Wildejness pf '&' Ashley 'INatiSnal Forest. This year's proposed project is designed to stabilize stabi-lize Brown Duck and Island Lakes and help restore hydrologic functioning to the Brown Duck Creek drainage of the Lake Fork River. Within the next 3 to 5 years Kidney Lake would also be proposed for , stabilization. The affected lakes were constructed prior to wilderness designation and have been operated oper-ated and maintained for water storage use by Moon lake Water Users Association (MLWUA) . for decades. MLWUA will be relinquishing relinquish-ing their existing special use permit and transferring their existing water rights to the enlarged Big Sand Wash Reservoir, which is located off the Forest, about three miles south of Mt. Emma, Utah. Brown Duck, Island and Kidney Lakes are located inT.2N, R.6W, Sec. 5 & 6 of the West Uintah Special Meridian. The area ranges in elevation from approximately 10,000 to 10,500 feet above mean sea level. Primitive hand tools would be packed into these wilderness worksites by crews and horses andor may be flown in by helicopter heli-copter to implement work planned for stabilization sta-bilization ' of Brown Duck . and Island Lakes. In addition to primitive hand tools, light machinery (four small tracked excavators excava-tors and three small backhoeskidders), and other motorized equipment would be used to breach and stabilize the dams, The machinery would be flown in and out of the immediate work site at both lakes by a heavy lift helicopter.
