Show THE PAVING DISTRICT I 1 A little less than one halt thel the 4 foot frontage along the proposed paving district protested against having the city council declare a paving district and the law requires that two thirds must protest in order to prohibit 4 the city irom from taking such action I 1 i now that the movement has carried by a big majority the city fathers fathers I 1 will find that a great many people who signed the protest are not so 60 much opposed to paving pr provided ovideA they might have the privilege of p putting etting in their own walks As we stated last week no person would think of letting jetting I 1 I 1 one contractor build one room to his house and another the next and so I 1 on just so the city could cou d not permit every property owner to put in ills his own pavement in his own bayat his own time but as the mayor stated there can undoubtedly be an arrangement made whereby a block ot of property owners could get together and put in their walk for that block and if that can be done it certainly should be permitted another thing that might be done to make the expense a little lighter is to let the local beope bid on the pavement before outside bids are asked for but not require local bidders to submit proposals on the entire district regate it in such a way that it can be handled profitably and after an opportunity has been given our home people property owners who iho will be particularly affected by the pavement it there irany is any left get figures from anybody who care to bid the city will undoubtedly employ a competent man or two to oversee the work anyway and the job will have to be accepted before payment tor for the work done Is made so BO that by giving local people a first chance there Is no question qu but a 9 great deal ol of the work wih then be taken by them and employment can be furnished to home labor the walk must conform to the specifications in all cases however and those who can do it at a low figure and do it right are the kind kina of people the property owners as well as the city fathers would like to have do the vork nork tor for the city will be called upon to pay out oe tween five and six thousand dollars for its share in the movement give the citizen taxpayers and property owners the first chance and then invite the outside r |
