A statement of grievances on tho part of I Colombia was presented to tho stnto department by Ouncral Reyes on December De-cember 23. General Reyes says that tho courso of tho United Stnt03 had worked doep Injury to Colombia, and i ho cited tho treaty of 18G4 as Bhowlng that tho Independence and sovereignty ! of Colombia was to be maintained Intact In-tact between tho two governments. Oonoral Reyos said with roferenco to tho Hny-IIorrau treaty that tho samo courso wns followed In Ilogota as wns pursued In Washington. If tho treaty hosaid, had been tojcctcd In Washington, Washing-ton, tho disapproval would havo Involved In-volved no grlovnnco for Colombia and that tho Colombian congress tn Its disapproval of tho treaty simply exorcised exor-cised a vosteJ right.
