The report was conducted by Rick Webber, University of Utah professor with a background in law enforcement. He delivered his first draft to Barratt on Oct. 23, another version on Nov. 9, and a final on Nov. 20. s Barratt reported to the City Council on Nov. 10 that he had received his copy that day, but had not yet had time to read it. After at least one request for a copy of the report by the media, and a subsequent review by a city attorney, Webber asked the city consider that version a draft and asked them to return it to him. New Utah! received a copy of the final version last Tuesday, Nov. 24. The report, in its entirety, can be found on our web site at www.newutah.com. It includes notes from interviews Webber conducted with ten individuals, his conclusions and recommendations. The recommendations are largely a list df public relations measures the city could take to help improve the community's perception of the police department. Recommendations Webber recommended: They should use a citizens academy, with training similar to that which law enforcement officers complete. Police should hold an annual open house for the public for instruction, orientation, information sharing and refreshments. Knowing there were no midnight services planned at the church, the officer drove around to the back to inquire why the man was in that particular loca--. tion. Smelling an odor of alcohol emanating from the driver, the officer asked the driver if he had been drinking, to which he replied in the affirmative. True to his confession, the man . . failed both field sobriety and chemical breath tests. Following the issuance of the citation, the man was released ' to the custody of his spouse. A Murray man was booked into the Utah County Jail for his DUI offense; additional charges included driving on revo- cation and having no insurance. Warrants were a big item for the week as three individuals were booked into the county jail for the arrears being in a sling, so to speak. A Salt Lake City woman was booked on two outstanding warrants, one from Lehi City for $170 for failure to comply with a court order and one for $300 from Salt Lake County for driving on suspension. Failure to comply with a court order also landed a Pleasant Grove man in the hoosegow due to his outstanding $660 warrant, and in a strange, but true case, an Orem man contacted Lehi police to turn himself in because of a $1,000 outstanding warrant from Salt Lake City.
