Their work will be to examine into the extent to which European governments systematically en courage the emigration of paupers, criminals and lunatics. There is said to be much of this sort of encouragement to emigration given by the municipal au inonueg ol continental towns. It is a good way to get rid of public paupers, to onload them upon Uncle Sam's broad back. Out at length he has concluded he will not stand it any longer. There is one international park in the ! world, shared amicably between two nations, each of which maintains its own hold we side of this unique pleasure ground. The park is at Niagara Falls. One hunCome Karly. dred and seven acres of it are on the American side of Niagara river at the falls, and 154 acres are on the Canada side. The state of New York bought the grouud from private owners for nearly a million and a half dollars, and Cauada did the same on her side for about 7,000. The tourist can therefore now visit this mighty natural wonder free of chaTge, formerly every visitor was taxed a dollar.'a head. Over half a mill ion persons go to the American side of Niagara every year. The New York Park commissioners have done much to Ogden, Utah. 2443 and 2445 Washington Avenue, : improve the place. UTAH Street, h the larger towns of the and rich ladies in high life of Union good have established homes for working women, where for a consideration smaller than that paid at the average city boarding house the working woman can get food and lodging. There are restrictions in these homes. Of coarse, say the ladies, rules are necessary, when one brings together a number of girls and women from the working classes. Whatever else they lack, therefore, these homes are well supervised. It is naturally supposed that the hearts of the working women go out in gratitude to the goqd and rich ladies who thus establish homes for them. But hear how a writer in the New York Recorder "goes for" the working women's homes. It is enough to draw tears from eyes unused to weep: In all the principal cities of the west there are established homes or clubs for working women where the price of 11 vlng is much smaller than tn ordinary boarding houses, board and room being seldom more than twenty dollars or twenty-liv- e dollars per month. But one does not find in these home clubs the best type of the independent bread winning American girl. While in no sense charitable, they have a flavor of charity which an independent woman does not relish, they are hampered by innumerable rules and are generally under the vigilant eye of some cross grained, domineering matron. The women one finds at them are usually a melancholy set; they moie about their rooms after working hours, or assemble in the cheerless parlor. The people intrusted with the invariably select slippery black haircloth chairs in tombstone shapes, with a der, pressing carpet, a portrait or two of some and perhaps a funeral emblem of a deceased patron. One must uut argot the piano, where there is always a doleful looking girl laboriously picking with one hand "Kock of Axes," or soma ainiiLar melody. Can Save You Money. 17 ETry Us.
