Show Sheriff Assesses Jailhouse Death BOISE 1AP1 An uncouperative beating vutim. mistakos. a breakdown in the system and bad luck all played a part in the incredible chain of events" that ended in the brutal jailhouse slaying of Ohristopher Peterman. Ada County Sheriff E C Palmer said part of Peterman's fate was sealed on May 19 when another Ada County juvenile jail inmate, Yellen, didn't want to "have a snitch jacket who put on him" by "ratting out three him in the juvenile Yellen now claims gang-attacke- "Chuck" Palmer said Friday. In a interview with The Associated Press, Palmer said the Peterman killing has left people looking to place blame. But, he said, it's a mixture of events and problems coupled with gratuitous violence in a "crowded jail with nothing to do that resulted in the tragedy. "Weve got some tough nuts over here." Palmer said. "They're mean. They're sadistic and they tiiink nothing about killing an individual. We've got to change that thinking before we're ever going to completely cure our problem." Petitions have been circulating calling for Palmers recall. Rick Yellen, 17, has filed a $150, 0(X) claim over his jailhouse beating and Petermans parents this week filed a $2 million claim with Ada County over their son's slaying. Palmer said changes have been made in jail operation and staffers continue to learn from Peterman's death. He said other agencies involved with juveniles also must change. short-hande- Idaho Solon To Lobby Mat boon - BOISE (AP) Idaho State Sen. Mike Mitchell, said Friday he plans to meet with Utah Gov. Scott M. Matheson Monday in an effort to get the National Governors Association to back him in an effort to make federal officials disclose which public lands they want to sell. Mitchell has been trying to get federal agencies, and particularly the Bureau of Land Management, to make public the specific location of public lands that are being considered for sale. The BLM administers 12 million acres in Idaho, which has more than 30 million acres of public land. Reagan administration officials have been talking about selling some public land to generate more federal revenue. Mitchell said he plans to meet with Matheson, new chairman of the governors association, to solicit his support for the disclosure request. Yellen was hospitalized after he asked a guard for an aspirin because he said he fell out of his bunk during a toilet paper fight, the sheriff said. But, Palmer said, guard Charles Younger didn't believe Yellen. He pulled the youth from the cell and called jail medic Marv Sparrell, who sent Yellen to the hospital. No report was made on the Yellen incident until 10 p.m. May 31, six hours after Peterman died, 13 days after Yellen was beaten. When asked why. Palmer said Yellens description of the scuffle" was noted in the jail log. That log entry on May 19 bolstered the sheriff's position that Yellen refused to cooperate following his return from the hospital and details how he was injured. If he had. Palmer said, Peterman would be alive today. When Peterman arrived at the jail May 28, Palmer said jailers put him in the cell because "he fit right in." Palmer said Peterman was "no angel" and "had a sharp tongue." Gov. John Evans has suggested that a special session of the Legislature determine how to raise $19.3 million for public schools without triggering more property taxes. And Evans, in a television interview aired Friday, insisted that his decision to present the problem to lawmakers is no election year Evans earlier this month tentatively included a $19.3 million cut in state aid to public schools as part of his package to erase a projected $40 million deficit for this fiscal year. But he refused to implement the schools cutback, which would trigger an automatic property tax increase to cover the difference. In remarks aired on KTVB-TV'- s Viewpoint program, Evans said his decision is not a calculated effort to drop the problem on the Legislatures lap during an election year. "I'm hoping it will be viewed by the people of the state of Idaho as my strong effort to try to hold taxes down wherever I can, he said.
