Show THE SALT LAKE TIMEl FRIDAY, JANUARY 18, 1974 Bureau Says Arguments Mount Against Ranch Purchase by State The president of the Utah Farm Bureau Federation has called on Utahs lawmakers to reject the proposal to use state tax funds to buy the Deseret Livestock Ranch in northern Utah. In a letter to the lawmakers, now convened in budget session, Mr. Hamilton sa id the arguments against the purchase proposal which was defeated in the 1973 legislative session are even stronger today. A state sponsored study has shown very few sportsmen can make use of the ranch, and recreational vehicles would have to be limited to protect the areas fragile watershed, He was referring to a study conducte d by two staff members of Utah State University and financed by the states Division of Wildlife Resources. The study suggests using the ranch as a wildlife management area if a decision is made to purchase the property for $8.5 million. Mr. Hamilton said three fourths of Utah is already owned by the government agencies. This proposal would transfer another two out of every 100 privately owned acres to the government ownership. This would further erode our tax base and the remaining property owners would have to make up the difference, he pointed out. The Farm Bureau leader also maintained that other needs for state funds are more critical. We have 43 existing state parks that could be developed and maintained better. The energy crisis has created a need for mass transit funds and vocational education in Utah has long been short funded. Many of our public schools must have improvements to meet safety standards. Hamilton said a letter of opinion from the Attorney Generals office declares the purchase proposal to be unconstitutional. It seems certain that costly legal battles would have to be fought by the state if an attempt is made to spend $8.5 million to buy this ranch, he concluded. A cursory review indicates that the order authorizes the company to increase its charges to Utah customers by $6,231,884 annually, based on the volume of sales for the year ended Dec. 31, 1972. The order also indicates that the Commission included the investment revenues and expenses of the nonutility oil operations of the company in its calculations of revenue deficiencies for utility rate making purposes. The order is very lengthy and complex and involves other areas of company operations. Management intends to study it in detail to evaluate the total effect and determine what action with respect to the order it can take. It should be noted that Mondays order applies only to the company rate increase application that has been pending since November 1972.
