Thomas Greene of Salt Lake City, who heads an American Bar Association panel, proposed that the location of industry and government facilities be controlled by state and federal agencies with authority to overrule local governments. After a three year study, the American Bar Association Special Committee on Environmental Law released here a final version of its report which will be put before the ABA House of Delegates for adoption. The report said that each state should set up an agency that would pass upon all major industrial projects and other land development. If the bill constructed. Beginners Ski School Starts February 16 The annual ski Salt and Parks Department will begin on Feb. 16, and will run each Saturday morning until March 23. The program, now in its 27th year, has since its inception lured thousands of area youngsters to the slopes where they have had their first introduction to skiing. To date 500 youngsters and oldsters (its also open to dad and mom) are registered for the program. About 500 spots are available before the county reaches its 1000 person limit. Registration is on a first come, first served basis. Registration has been temporarily discontinued but will resume on February 13, 14 ad 15, or until the enrollment limit is reached. However, thu proposed Lieuttenant Governor would be expected to be more of an assistant governor, and could be designated by the Governor to act in his place on committees and boards. Candidates for Governor and Lieutenant Governor would run as a team in general elections, as candidate for President and Vice President of the United States. In addition to the major alterations, some minor changes in wording and the elimination of archaic material would also be accomplished by the proposed revision. Proponents of the revision say the changes would result in n more efficient state government.
