County Assessor Burdette Smith told the city commission that he did not know why. True, he cited numerous examples that have puxxled him; explained how he made assessments; told of what he used as a basis in making assessments, and explained many of the limitations imposed by law that work an injustice on the taxpayers as a whole. In his appearance before the city commission Mr. Smith convinced his hearers that he has the most difficult job at the court house. At that time he stated that revalua tion of property in Ogden and Weber county was a dire need. Now comes the chamber of commerce, recognising the evil that has grown up through assessment methods and conditions, and makes rerommen dation for a revaluation. This action is clearly within the province of the chamber. The valuation of property is a matter that touches every phase of business in the community. A fair and equitable assessment of property is necessary if taxpayers are to receive fair and Justice on real and personal property assessments. If the county commissioners will heed the request of the chamber of commerce, and if the county assessor is allowed to conduct the work of revaluation with the aid of experts who know whereof they speak, rather than the revaluation jobs to polit- granting they will be doing the community a real service. even-hand- ed Navigability of the Colorado River For months past, and through several sessions of court, the United States government has been endeavoring to prove that the Colorado river is not navigable. Sessions have been held in Los Angeles, in Salt Lake City and other places, where witnesses have been examined, some of whom have sworn that the river is navigable and others have sworn that it is not. ' Old timers who delight in telling stories of their experiences of the long ago have proven the best witnesses for the government, and others more modest have appeared for the state of Utah. As a matter of fact, the Green and Grand rivers have been successfully navi gated at any and all times when there was demand or necessity for navigatingThe only reason why the rivers are not regularly navigated is that there has been no continued demand for navigation.
