Barry Goldwater (R-Ariz.) and 22 other legislators, filed the suit against the administration administra-tion in response to the announcement last December Decem-ber 23 of the treaty's deletion as part of the recognition of the Communist Chinese government on the mainland. main-land. "The court decision upholds the Constitution's requirement require-ment that treaties between America and foreign nations are the business of the president and the Senate," said Hatch, the ranking Republican on the Constitution Constitu-tion subcommittee. "This president, in his unseemly hast to extend diplomatic recognition to Mainland China, had no authority to tear up our long-standing commitment to the Nationalist Nation-alist Chinese without consent of the Senate. In my work on the Constitution subcommittee, subcom-mittee, I have supported Sen. Goldwater's suit because I firmly believe we must uphold the doctrine of separation of powers. We must make it clear to Mr. Carter that he too must obey the law." .Hatch described his first SALT reservation as requiring requir-ing that "the Senate must give its advice and consent to the abrogation of the SALT . Without this reservation, the president presi-dent will have the sole power to abrogate it under Article XIX, Paragraph 3 of the treaty text.. .Yesterday's court decision has reversed the president's assertion that the Senate is not a party to our Mutual Defense Treaty with the Nationalist Chinese. In light of this, I believe we need language in the resolution resolu-tion of ratification for the SALT-II treaty stating clearly that the Senate must advise and consent to abrogation abro-gation by a two-thirds vote of its members," the Senator said. WOO Better By Dr. M. Ford McBride Timpanogos Community Mental Health Center If you've seen one tree, you've seen them all. Most of us tend to look at a tree and classify it into the perceptual category of "trees in general" without really experiencing the miracle mir-acle standing before us. Psychologist Abraham Maslow has studied the perceptual habits of people who are unusually aware, alive, open and mentally healthy. He finds that these people are fully awake, that their perceptions are marked by: total concentration concentra-tion and immersion in the present; lack of self -consciousness; a sense of time-lessness; time-lessness; innocence of vision like that of an artist or child; and freedom from selecting, rejecting, criticizing, evaluating. eval-uating. The person is aware of everything at once. The kind of perception Maslow is describing is like' that of a mother with her newborn infant, a child at Christmas, or two people in love. Heightened awareness at an advanced level may be difficult to attain, but a valuable increase in awareness aware-ness can be achieved. How can awareness be improved? It is important to realize that many perceptual habits that limit awarenessj serve no useful function. They are habits and nothing more. 9:00 5 Lou Grant 10:00 2 Newswatch 4 Action News 5 Eyewitness News 7 Poldark 10:30 2 Johnny Carson 4 240-Robert 10:40 5 10:40 5 IStreets of San Francisco 11:00 7 Dick Cavett 11:30 4 Movie Drama 7 ABC News 11:40 5 Gunsmoke 12:00 2 Tomorrow 12:40 5 FBI 1:40 5.
