Show CHINESE CERTIFICATES t GRAJTD JURY AT BOISE ADJOURNS WITHOUT ACTION Recommendation Made That the Cases lie Taken Before a United States Commissioner Treasury Agents Surprised Special to The Herald Boise Ida April 20The United States grand Jury adjourned today without bringing any indictments in the Chinese certificate fraud cases which have created a great deal of commotion in business circles in this city for some time past Special Treasury Agents Beane and Johnston express themselves as much surprised at the result of the investigation investi-gation by the jury They state that the cases presented were as clear as day The agents confidently expected a large number of indictments They state however that the work will l be continued and the perpetrators of the frauds may yet come to grief The cases are those on the large number of certificates signed by very prominent promi-nent Boise business men certifying that Chinese holders were merchants entitled to visit China and return to this country Some of the signatures were pronounced forgeries while others oth-ers were admitted to be genuine The treasury officials found that in all cases where the Chinese had landed on these certificates they were common com-mon laborers They believe a large number have been landed who have never been in this country before The jury reported in part as follows We have carefully examined a large number of witnesses pertaining to the issuance of fraudulent certificates to Chinese laborers who unlawfully entered en-tered the United States While satisfied satis-fied in our minds that more or less fraud has been perpetrated we have been unable to agree upon the parties commiting th same and would therefore there-fore recommend that the officials of-ficials in connection with the United States attorney ena avor o gather all the competent evidence and such additional ad-ditional testimony as may be found and prosecute the offending parties before be-fore a United States commissioner We would further recommend that all Chinese laborers who have unlawfully unlaw-fully entered the United States fraudulently fraud-ulently representing themselves to be merchants be deported Various business busi-ness men of Boise have signed certificates certifi-cates of Chinese laborers who are clearly not merchants signing these under a manifest misapprehension of the law While we dont find a crim inal intent in this nevertheless their idea of the law as to what constitutes a merchant is entirely different from that prescribed by the laws of Congress Con-gress |
