Would State control with regional facilities be a better solution to the whole detention inadequacy? Perhaps the State Legislature will provide an answer this year. Here is the third case from the tiles ol the Utah State Department Depart-ment of Welfare: "A boy, 16. wis held in detention overnight for prowling cars. He was a parolee from the State Industrial School and during the night became worried about being returned to the State School. He was placed in a room on the 10th floor without adequate supervision and he worked himself throjgh a window and fell five floors. He was badly broken up. There have been several children attempt to crawl out windows." |
