sending the case back to federal District Court to develop more evidence The appellate judges said in a brief order that the dispute was not ready for their review They added that they may not have to decide the matter if a backup appointment given to Walsh by Attorney General Edwin Meese III earlier this year is found to be valid by a lower-coujudge North's lawyers argue that the 1978 law under which Walsh was appointed by three federal judges is invalid because only the executive branch has the right to prosecute Walsh has denied this claim but to demonstrate the administration’s support Meese provided him a parallel appointment as special counsel in case the 1978 Ethics in Government Act is rejected The three judges who heard more than two hours of arguments on the dispute last week said US District Judge Aubrey E Robinson Jr had wrongly denied relief to North “without reaching the merits” of his claim which is the center of his effort to block Walsh’s inquiry into his role in selling US arms to Iran and divert- - ing proceeds to the Nicaraguan rebels challenge if Meese's appointment of Walsh is valid I The appellate court said a federal district judge should take testimony on two points: whether Meese "had legal authority to delegate” new powers to Walsh and whether the appellate court should consider North’s “I shall welcome the appropriate prompt disposition of any question as to the validity of my appointment’ Walsh said of the appellate court action In the meantime he added “we shall proceed with our investigation" rt factory rebates profits She said she could not recall if a final version was seen by anyone other than herself North and Security Adviser John Poindexter In addition she said she may have heard North make a joke to the effect that he was taking money from “the Ayatollah” for the Contras “I have a recollection of something like that but I’m not quite clear if it happened or if it's something I thought of after this has broken I’m not quite clear on that” she said Former Air Force Maj Gen Richard V Secord testified during the first week of the hearings last month that North had told him of joking with President Reagan on the same topic At another point Hall told of asking North for a small loan for a weekend trip to the beach in June 1985 and said he gave her three $20 traveler's checks totaling $60 drawn on a Central American bank “He said 'Make sure you pay back the money it’s not mine”’ Hall said She said she found it unusual that the checks were Central American but said she didn't ask North why and he didn't volunteer an explanation “It was my policy not to ask questions" she said Hall said she fielded telephone calls for North from fund-raisCarl Channel and his associates “outlining what they would like Col North to say to their contributors” to the Contra cause She said some of those messages involved money for airstrips and helicopters :INANCING-O$ 1000 $300-of r beat any dealer's price on a comparable new car or we will pay you $500 t 39 Financing Mercury Sable or Cougar We will Fawn Hall: ‘Just Doing My Job’ Continued From A-- l telephone logs and computerized interoffice memos that National Security Council officials used to communicate with one another She also said that at North's order she altered the texts of five sensitive documents in National Security Council files She said she began making copies and destroying the originals but was interrupted and told to begin shredding One alteration she described concerned a 1985 memo from North that referred to the possible sinking or seizure of a ship carrying weapons to Nicaragua The alteration was made obvious she acknowledged because the NSC letterhead paper used for the altered version was new and did not exist when the original was written Hall described putting through a call from Reagan to North at a hotel shortly after North had been fired She talked 'o North later and recalled “He said the president called him an American hero and he just didn’t know” She said North didn't explain the last part of that comment Hall defended her former boss as hard working and loyal to his nation and president — and she also defended her own actions “I was a dedicated and loyal secretary and performed my duties in an exemplary manner” she said She added pointedly: "I can type” Under questioning Hall said she did not recall ever hearing North say that proceeds from the sale of arms to Iran were going to aid the Contras However she described retyping through several drafts for North a memo that mentioned the diversion of 12995 ikvmuH 89 Available i SAVE $2976 Retail $15975 SW add $487 64 Available SAVE $3246 Retarf$l6245 All New Redesigned Includes Factory Ccsh Back 3 0 L V6 Electronic F uei Injection Front Wheel Drive AM FM Air Conditioning Speed Control Tilt Wheel Power Steering Locks Automatic Overdrive Rear Defroster Twin Comfort Seats Factory Mats Digital Clock Interval Wipers Auto Brake Release Tinted Glass Leather Wrapped Steering Wheel Dual Power Mirrors Some have WSW($84 Extra) Clear coat ($163 Extra) Cassette (Extra) Full tank of gas (SW 3rd Seat Luggage Rack) l‘87JMERKURI $5 00 BELOW INVOICE Includes factory cash back Actual invoice posted 39 3 8 L V6 Engine Electronic Fuel Injection Automatic Overdrive Power Dual Mirrors AMFM Tinted Glass Electronic LCD Way Seat Speedometer Power Windows- -
