Show CHANGES IS THE INTERNAL REVENUE REV-ENUE DISTRICTS The changes made in ths Internal Revenue Rev-enue Collection Districts which wore decided 4 de-cided upon by the President Secretary of the Treasury and Commissioner of Internal Inter-nal Revenue were made in the interest i I of economy and will probably nave in the matter of salaries throughout the country yearly the amount of 100 000 as estimated by the three fun functionaries func-tionaries above mentioned his I change consists in the general cnl1 rgement of the districts thereby reducing the number num-ber of collectors With the exception of those of the Pacific Coast the dispatches do not give the changes made but with Old aaiiw proportion in other States and Territorie the cutting off of salaries sala-ries will doubtless amount to the estimated sum The Nevada district is abolished that State being attached to the Fourth California while Utah is to I be connect t with the Montana district I which wil onsisl of that Territory Idaho and I Y The change will not affect I the pIe of this Territory The oa ilference being that the KJ t < will report to the Montana v Ii istead of Nevada as form er ho time and means of com WI ition are about the same and the 0 otja business of this diyision will bo arlldd to no additional delay or in invenience In our opinion a more t I rwic1 change in the entire Internal Revenue system would prove beneficial to the oveinment in securing more efficient effi-cient service at less than the present ex lnde The abolishment of all of the I Collectors districts and the consolidation i of the entire business now under the i intermediate direction of the Collectors kt Washington would save at least fifty per lent of the expense of maintaining the Collectors offices throughout the country which are lothing more or less than L halfway tations between tho Di ViM Duties and the Internal Revenue Rev-enue Department Much red tape and circumlocution would be avoided by reports direct from the divisions to the Department instead of by the present roundabout method This would enable the Government to pay for division deputies depu-ties services such rates as would justify competent men in devoting their entire time to the service without engaging in other ayocations to enable them to eke out respectable livings which L they cannot do under their present t niggardly salaries Reasonable compensation com-pensation for such services the necessary increase in the clerical force at I 1 headquarters and the few additional L I special agents which would perhaps I c be l required would not amount to half the sum now expended in i the maintenance of the District head offices most of the business of which has under the present system to be duplicated dupli-cated at the Commissioners office at Washington The enlargement of the districts is a step in that directien and L probably in a few years unless the Internal t Inter-nal Revenue laws are repealed the con bolidation system will be adopted The only regret experienced by THE Tat T-at the change is a friendly one for Collector Col-lector Skillman Ho is a true man personally per-sonally officially and politically He I has made a faithful and efficient h officer and his district has always been reported by the agents of t the Government as one of the best conducted on the Pacific Coast lIe has I the consolation of knowing that the loss I of his position is attributable to no shortcomings j short-comings on his part and that his office not himself was set aside for the furtherance further-ance of Democratic reform |
