Show The Wliippisig Post in Delaware WASHINGTON June 5At the second days meeting of the Conference of Charities and Corrections the reports of several Southern States noted quite a general reduction the system of hiring out convicts and the adoption of measures which had a tendency to mitigate the evils of that system A report re-port from Delaware noted a mitigation of the severity of the whipping system blood rarely drawn at present The whipping post was in general favor with the people of Delaware for the punishment of petty offenses It was rarely found necessary to administer a second whipping to the same offender |
