Show GENERAL LAWTON The Reason That Ills Name was Withdrawn Discussion oeRc form Points WASHINGTON April 3The nomination of G Pearson to be Henry Postmaster aNew a-New York City was confirmed without contest or division Considerable discussion discus-sion took place over the nomination of Alexander R Lawton to be Minister to Russia The committe on foreign relations rela-tions had reported it adversely a majority majori-ty being of the opinion that although General Gen-eral Lawton had received full pardon and amnesty from President Johnson in Feb ruary1867 yet by the fourteenth amendment amend-ment to the Constitution hewas inelegible because his political disabilities had not been removed by Congress During this discussion a message was received from the President asking that action be suspended sus-pended and later the nomination was withdrawn This action was taken on account of the committees adverse report the administration being of the opinion that President Johnsons action rendered General Lawton elegible Although the Republicans in caucus fail to agree upon a party policy regarding regard-ing the proposition to make issue with the administration upon the question of removals without cause from offices which are not covered by the tenure of office act they seem to have been unanimously opposed to such removals for when the nomination of McGraw to be Internal Revenue Collector of West Virginia District Dis-trict was reached the point was made that the incumbent was an exUnion soldier and that he had served four years It was argued that though the office had no fixed term the principles of the tenure of office act were nevertheless applicable and the Republicans expressed themselves them-selves as opposed to making removals of the kind proposed on political grounds alone A motion was made to postpone action until the list of pending nominations had been gone over and on a nay and yea vote it was carried by a strict party vote Several other unconfirmed nominations nom-inations were temporarily laid aside upon the same ground and when the list had been completed the subject was further discussed j there being no prospect of an agreement without a long debate it was concluded to postpone action until December De-cember The Senate adjourned without electing a President pro tem |
